- Description
- The Navstar Global Systems Positioning Wing hereby posts the Request for Proposal number FA8807-07-R-0001 for the Next Generation GPS Control Segment (OCX) to the GPS Bidder?s Library. The RFP and attachments can be found under Bidders-OCX at https://gps.losangeles.af.mil/gpslibrary/. The DoD recently mandated the Public Key infrastructure (PKI) requiring all DoD restricted web sites and web-based applications to verify users via digital identification certificates, rather than via a username and password, before granting access. In order to access the Bidder's Library and view the OCX RFP or any of the afore mentioned systems, each contractor must have the following PKI components: (a) A DoD Common Access Card (CAC) with a valid PKI certificate, along with a CAC reader and software, or (b) A DoD-approved External Certification Authority (ECA) certificate (http://iase.disa.mil/pki/eca/index.html). This process may take up to 8 days to complete and there is a nominal fee. A pre-proposal conference will be conducted at the ARINC conference facility-Kilroy Airport Center 2250 E. Imperial Highway, El Segundo CA 90245-with check-in starting at 8:00 a.m. and the conference beginning at 8:30 a.m. on 8 Mar 07 for the purpose of answering questions regarding this solicitation. Offerors should refer to clause 5352.215-9001 NOTICE OF PRE-BID/PRE-PROPOSAL CONFERENCE contained in Section L of the model contract for further guidance. The Navstar GPS is a satellite-based radio navigation system that serves military and civil users worldwide. OCX will provide command, control, and mission support for the GPS Block II and III satellites as well as support to existing and new interfaces. OCX, in conjunction with the modernization of the GPS Block II and the introduction of GPS Block III assures reliable and secure delivery of enhanced position and timing signals to serve the evolving needs of GPS military and civil users. GPS users process satellite signals to determine accurate position, velocity, and time. GPS is an Acquisition Category 1D program. GPS must comply with 10 United State Code (USC) 2281, which requires that the Secretary of Defense ensures the continued sustainment and operation of GPS for military and civilian purposes; and 42 USC 14712, which requires that GPS comply with certain standards and facilitates international cooperation. This acquisition executes those statutory mandates. The NAICS code for this acquisition is 541710 and the size standard used is 1,000 employees.
