Description

U.S. Army Research, Development and Engineering Command (RDECOM) Acquisition Center, Edgewood Contracting Division, Aberdeen Proving Ground, MD 21010-5424 intends to negotiate a modification to Contract DAAM01-96-C-0028 with General Dynamics Land Sys tems (GDLS), Sterling Heights, MI, for the upgrade of sixteen (16) M93 Fox Nuclear, Biological, Chemical Reconaissance Systems (NBCRS) and four (4) M93A1 NBCRS on a sole source basis. The upgrades will provide chemical detection equipment, improved NBC su ite integration, digital communication capability, Slat armor, Improvised Explosive Device (IED) armor, improved suspension, and a Common Remotely Operated Weapon Station (CROWS). The contract modification will also provide for 1) procurement of kits for the replacement of the Multipurpose Integrated Chemical Agent Alarm (MICAD) (an obsolete system), 2) procurement of kits for the replacement of the current analog dashboard with a digital dashboard, and 3) procurement of updated Integrated Logistic Suppor t (ILS) documentation. This effort is being solicited from GDLS pursuant to 10 USC 2304(c)(1), Only One Responsible Source and no other supplies or services will immediately satisfy agency requirements, as implemented by FAR 6.302-1. GDLS is the only res ponsible source with access to the proprietary data to the basic Fox vehicle such as the Technical Data Package (TDP), Technical Manuals above the unit level, and the Repair Parts and Special Tools List (RPSTL) above the unit level and is the only source c apable of satisfactorily performing the effort required within required timeframes. The period of performance for the proposed modification is approximately 1 May 2007 to 30 September 2009.
