Description
MARKET RESEARCH, PM Aerial Common Sensor, W15P7T-07-R-W401. The Airborne Reconnaissance Multi-Sensor Systems (ARMS) were developed and fielded under a Quick Reaction Capability (QRC). Project Manager Aerial Common Sensors (PM ACS), in conjunction with the C4IEWS Acquisition Center, Fort Monmouth, NJ, is seeking information from potential sources to support the potential solicitation and award of a competitive multi-year Contractor Logistics Support (CLS) services contract to assist the Army in meet ing deployed operational and training needs, with direct responsibilities for the performance of all logistic actions ensuring a ninety percent operational availability of the TS/SCI Airborne Mission Equipment Subsystem (AMES) hardware and software aboard eleven ARMS (RC-12) aircraft. AMES is a software controlled, integrated array of electronic sensors, antennae, real time imagery (Infra Red, Day-Time video, and electro-optic still cameras), data links, data recording, navigation, voice and data communicat ions and data links, managed through the use of manned workstations. This requirement also sustains the Aircraft Survivability Equipment (ASE) mounted on the aircraft, but not the aircraft themselves. Sustainment includes but is not limited to the expedi ted troubleshooting, isolation and repair of unit reported faults through adjustments, alignments, repair or replacement of failed parts with specification compliant parts procured by the CLS contractor. While upgrades to the AMES are not anticipated unde r a potential contract, configuration management and engineering expertise to overcome parts obsolescence are required. Pre-mission, mission and post-mission assistance are required to support maximized mission effectiveness as well as contractor performa nce of informal on-the-job training for assigned unit personnel and formal training for ARMS personnel assigned to the unit after the start of the contract. A Technical Data Package, suitable to support the potential contract performance, is a deliverable on a current contract. A full technical data package is to be available on items developed at Government expense, and commercial information as normally accompanies Commercial Off-The-Shelf items will also be made available upon request following the pos ting of a subsequent contract solicitation. Contractors with well established Aerial Intelligence, Surveillance, Reconnaissance expertise, at the TS/SCI level, in the operation, training, maintenance, and supply support areas of excellence are invited to submit information regarding company capabili ties, past performance, and factors relating to the operation and sustainment of systems like AMES. This research is for the purpose of obtaining information only. No contract award or funding of any kind will occur as a result of this market research. The lack of the submission of data at this time will not reduce or eliminate any firms participation in the future competition of a competitive contract if such an action is assessed as possible by the Government through its review of information obtained through this Market Research.
