Description
MARKET RESEARCH. NO SOLICITATION DOCUMENT EXISTS. The Untied States Marine Corps has as one of the five requirements for accurate predicted indirect fire; the accurate collection, assessment and dissemination of local and target area meteorological conditions. Providing near real time meteorological data to artillery, rockets, mortars, and their fire support assets ensures delivery of timely and effective fires while minimizing the potential for fratricide and reducing the risk of collateral damage. Marine Corps System Command is interested in a Commercial- Off-The-Shelf (COTS) system or capability that can provide upper air, (surface to 30 kilometers), data in the battle-space that can be used immediately or ingested in later cycle runs of Numerical Weather Prediction models. This system or capability may be autonomous, but should not require the use of balloons or radiosondes as do current systems employed in the theater of operations. This system or capability should be expeditionary, that is, it should not require t he use of a vehicle and should be transportable on a single High Mobility Multi-Wheeled Vehicle (HMMWV) and capable of supporting military operations in all potential theaters of conflict. The system should also be capable of leveraging any existing sensors installed on manned and unmanned systems or vehicles. Responses to this request for information for a COTS solution should have a system or capability that will provide: a. Meteorological data from surface to altitude of 30 kilometers. b. Measure Wind Speed c. Measure Wind Direction d. Measure Temperature e. Measure Pressure f. Measure Humidity (Relative) g. Meteorological data output as standard World Meteorological Organization (WMO) meteorological upper-air messages as well as North Atlantic Treaty Organization Standardization Agreement (NATO STANAG), Ballistic Type 2 (MET:B2), Ballistic Type 3 (MET:B3), Computer Met (MET:CM) Fall Out Met (MET:FM), Target Acquisition Met (MET:TA) and Chemical Downwind Met Message. h. Provide data suitable for transmission to weather agencies such as Air Force Weather Agency (AFWA), Fleet Numerical Meteorological Oceanographic Center (FNMOC), and Meteorological Mobile Facilities (Replacement) (METMF-R), or other government or commercial weather data centers and subsequent ingest to their numerical weather models. All vendors having the capability of meeting these requirements as requested, in whole or in part, are requested to submit a copies of relevant documentation in response to this Request for Information at no cost to the Government. Firms should identify/submit a copy of their GSA schedule if applicable. Firms should also include literature, brochures, and capabilities summaries directly addressing their ability to meet the aforementioned needs. All firms will provide a Microsoft Power Point oral presentation to the Program Manager, Fire Support. This brief will be scheduled the week of March 26, 2007. The presentation will include a COTS solution and demonstration where practical. The presentation / demonstration will not exceed two hours.
