- This is a sources sought notice and not a request for quotations. The purpose of this announcement is to determine potential qualified Service Disabled Veteran Owned, HubZone, or other Small Businesses who can furnish and deliver the service listed below. The Bureau of Public Debt, on behalf of our customer in Anchorage Alaska, seeks a contractor to develop a message for the organization and align that message through various communication tools. Task orders are anticipated in the following areas: Branding and Public Relations Media Consulting Advertising and Promotion Graphic Design and Production Publications ? annual reports, brochures, videos, etc Work Description: Through the use of a Contractor, the Denali Commission would like to develop a message for the organization and align that message through the various communication tools currently used at the Commission. Immediate needs include upcoming 2007 publications and the 2008 ? 10 Year Anniversary. Long-term needs include planning and development of image, message and identity. The Commission would like to develop a style, brand, slogan, and image for use in all communication tools in distributing our message to the general public (see below). Branding and Public Relations ? strategic advice and consulting on conveying institutional identity, ?brand?, slogan, and image and defined messages to various contractors communication the Commissions message. Contractor will facilitate public relations activities to help establish and develop the institutional identity, public perception, and project-specific objectives of the Denali Commission including the graphic design of that identity. The Consultant must consider the attitudes and concerns of community, consumer, employee, and public interest groups, and help establish a branding theme for the agency for delivery through its various agency communication tools as outlined above. The Consultant will develop branding themes and promotional strategies for the Denali Commission and aid in the delivery of its message through various methods, including the sharing of graphic design work, slogans, pictures, and logos for use by contractors conveying the Commissions message. The Consultant must advise the Denali Commission on policies and procedures on agency communication standards including: logo usage, external communications, graphics and color usage, image and information authorization release, and other areas as they arise. Media Consulting - strategic advice, consulting, and training on effective interaction with the news media, and on communications techniques and technology. The Consultant may consult with the Denali Commission concerning the department?s responses and proactive approaches to, the news media in order to provide accurate and timely information to the traveling public, to citizens affected by the activities of the department; and to other stakeholders. The Consultant will sometimes be responsible to assist in the development of public information and articles on the Denali Commission?s approach to the public on complex agency issues. Advertising and Promotion - planning, production, and management of print, broadcast, and ?new-media? advertising and promotion as needed by the Denali Commission. The Consultant may design media campaigns for the Denali Commission and supervise the production of advertising or promotional materials, advise on the purchase of advertising space or broadcast time, and advise on the execution of advertising or promotional campaigns. The Consultant must be able to integrate paid advertising and promotion with other non-paid elements of a public information plan or program. Graphic Design and Production - communication of visual information by means of words, images, color, and composition. The Consultant will produce or assist in the production of print or electronic forms of visual information, such as advertisements, publications, brochures, posters, displays, signage, graphics needed for video ads, presentations, and web sites and other forms of new media (e.g., podcasting and blogs). Graphic design services will concentrate on communication of defined messages using professional layout and composition techniques that involve design, typography, color, or illustration. Audio production may also be included in this category of services. Overview: The Denali Commission wishes to engage a contractor to develop a message for the organization and align the message in various communication tools. The Commission operates and delivers multi-faceted programs and services to the public. These programs and services should be broadcast using a concise message. Historically, the Denali Commission has secured the services of various graphic designers and video producers to deliver the Denali Commission?s message to the public. Currently the Commission provides information to the general public through various avenues including: Annual Report ? The Commission produces this document providing general funding information (including sources of funding), program overviews, letters from both Co-Chairs, history on the Commission and spending activities. The RFP for the 2007 annual report will go out in June. Brochure ? The Commission brochure is a short ?snap-shot? of Commission program areas and basic contact information. The current brochure being used was produced in the fall of 2006. There are not plans currently for the production of another brochure. eNewsletter ? Historically, the Commission provided a newsletter to their distribution list that included a program update for every program. This publication, when printed out, could run in excess of 25 pages in length. In the fall of 2006 the Commission conducted a survey of the readership (which consists of approximately 2,000 subscribers). The results brought the eNewsletter concept to the Commission which will be launched in March 2007 by a contractor. The eNewsletter will be no more than 2-3 pages with the feature story coming from the Denali Commission?s Federal Co-Chair. Website ? Discussions are underway now to either update the existing website or redesign the website entirely. Accessibility and transparency is a critical concern of the Denali Commission and the website has helped provide information quickly to customers. Video - Video on the Denali Commission, telling our history, the challenges faced in Alaska and broadly explaining our services. The Commission will be hiring a contractor in the summer of 2007 to update this video for use in various venues. Booth ? The Denali Commission has a tabletop booth used for various tradeshows and conferences. The message of the booth is communicated through the Denali logo and pictures of various projects from their programs. Handouts of brochures and annual reports are used during booth activities. There are no current plans for updating the existing booth.
