Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format found in FAR subpart 12.6, as supplemented with additional information provided in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14. This announcement constitutes the only solicitation, as proposals are being requested at this time and a written hard-copy of the solicitation will not be issued. This RFP is for a competitive 8(a) procurement and the North American Industry Classification System (NAICS) Code is 561320. The size standard for this solicitation is average annual receipt of $10 million over the past three years, as set forth under NAICS. Proposals for this requirement may only be submitted by small disadvantaged businesses that have been certified by the Small Business Administration as an 8(a) firm. The U.S. Nuclear Regulatory Commission (NRC) intends to issue a Commercial Services, Firm Fixed-Price Delivery Order contract for temporary clerical office support services for the NRC headquarters offices as described in the statement of work (Enclosure No. 1.). The period of performance will be one base year with four option years. The current contract is being performed by SPS Consulting, under contract no. NRC-10-04-398, which expires on March 31, 2007. SUBMISSION OF OFFERS: Offerors shall follow the instructions provided in Enclosure No. 4 when preparing an offer. Your offer must communicate your unconditional agreement to the terms and conditions in this solicitation. Your failure or refusal to agree to any of the terms and conditions of this solicitation or your imposition of additional conditions as well as any material omissions will constitute a deficiency which may make your offer unacceptable. CAUTION: You are hereby notified that all information provided in your offer, must be accurate, truthful, and complete to the best of your knowledge and belief. The NRC will rely upon all representations made by your organization both in the evaluation process and for the performance of the work by the organization selected for award. You shall submit through your offer, full and complete information to permit the Government to make a thorough evaluation and a sound determination that your organization will have a reasonable likelihood of meeting the requirements and objectives of this procurement. The NRC intends to award without discussions. However, the Agency may hold discussions and request revised offers, if necessary. It shall be the obligation of the offeror to exercise due diligence to bring to the attention of the Contracting Officer, at the earliest possible time, but no later than 5:00 p.m. local time on January 31, 2007, any ambiguities, discrepancies, inconsistencies, or conflicts between the SOW and other documents attached hereto. In addition, all questions concerning this request for proposal shall be submitted to the Contract Specialist in writing by e-mail to RMM3@NRC.GOV or by fax to (301) 415-5761, no later than 5:00 p.m. local time on January 31, 2007. Offerors are advised that the closing date will not be extended for the purpose of responding to questions received after that date. TIMELY RECEIPT OF PROPOSALS: Your proposal must be received by the date and time indicated below. Proposals sent through the U.S. Postal Service must be addressed to the U.S. Nuclear Regulatory Commission, Division of Contracts, Mail Stop T-7-I-2, Washington, DC 20555. The RFP No. RS-ADM-07-414 must be clearly written on the outside of the sealed envelope or package containing your proposal. All hand-carried proposals including those delivered by private delivery services (e.g., Federal Express and Airborne Express) must be delivered to the loading dock security station located at 11555 Rockville Pike, Rockville, Maryland 20852 and received in the depository located in Room T-7-I-2. All offerors shall allow extra time for internal mail distribution. NRC is a secure facility with perimeter access-control and NRC personnel are only available to receive hand-carried proposals during normal working hours, 7:30 AM - 3:30 PM, Monday through Friday, excluding Federal Holidays. Offerors who wish to be considered must submit one original and three (3) copies of their offer; technical and cost, on company letterhead. All offers are due by 3:30 PM, Eastern Standard Time, on February 20, 2007 to the attention of Romena M. Moy, Contract Specialist, at the address listed above. No fax or telephonic offers will be accepted. All questions or inquiries concerning the RFP shall be addressed to Romena M. Moy, on 301-415-6207, e-mail rmm3@nrc.gov. PRE-PROPOSAL CONFERENCE: A pre-proposal conference will be held for the purpose of answering any questions that the 8(a) vendors may have concerning this request for proposal. The pre-proposal conference is tentatively scheduled for 10:00 a.m. to 12:00 p.m. local time, on February 7, 2007, at a conference room in the USNRC Two White Flint North Building. Vendors must contact Ms. Romena M. Moy, on (301) 415-6207, to provide the names of the individuals from their company who will be attending the conference no later than close of business, 3:30 p.m. on February 5, 2007.
