Description
The U.S. Government Accountability Office (GAO) hereby provides notification that it intends to award a sole source contract to the Tazir International Language Services in accordance with the Federal Acquisition Regualation 6.302.1, only one responsible source will satisfy our agency requirements. Tazir provides for multilingual translation services in support of GAO?s role as on numerous committees for the International Organization of Supreme Audit Institutions (INTOSAI). These services will be required for a period of at least five (5) years commencing with the date of the award and include translation, review, and word processing. Items requiring translation will include accounting, auditing, internal control standards and guidelines, models and illustrative examples, speeches, correspondence, technical meeting summaries, and other documents needed for presentation at INTOSAI?s triennial congresses in 2007 and 2010. Documents will be translated from Arabic, English, French, German, and Spanish into each of the other four languages (i.e., Arabic into English, French, German, and Spanish, etc.). Documents to be translated will include: Draft and final guidelines/papers for presentation to the 2007 and 2010 International Congress of Supreme Audit Institutions (INCOSAI); General correspondence to Governing Board members and INTOSAI members; Annual reports to the Governing Board meetings (agendas and various documents); Special reports in support of the Chair?s goals; Input into Regional Working Group conference material: Speeches, reports, etc.; and Incoming reports and documents translated into English. There will be requirements for rapid turnaround (24-36 hours) during the period immediately before, during, and after the 2007 through 2009 Governing Board meetings and the 2007 and 2010 Congresses. All translated products must be provided in hard copy and on CD and providers must have the capacity to transmit data electronically. Some documents may also require special text coding and output in specific formats in preparation for printing/publication by the congress host (in 2007 this will be the national audit office in Mexico and in 2010 South Africa). Providers must demonstrate: experience and expertise in preparing documents dealing with international accountability, auditing, accounting, IT, governance, electronic data processing, and internal control concepts, examples and standards; knowledge of the major systems of auditing represented by INTOSAI member countries; and expertise in preparing final products using the highest international standards in five INTOSAI languages (Arabic, English, French, German, and Spanish); the capability to complete a single review of individual documents across all five languages to ensure that the translated versions are identical in tone and syntax as well as in content; access to systems which track products from the time they are received in one language through the entire development process (including initial translations, revisions, and final product preparation); and experience in revising products being finalized within the three-day parameters imposed by an international technical conference (which means availability to provide services 24 hours a day, each day of the week, if necessary). Firms which believe they can provide these services must give a written notification, including telephone, fax and email numbers and a point of contact. These firms must provide a detailed written description of previous experiences with similar international conferences and standard setting bodies which includes: references; samples in all five languages (Arabic, English, French, German, and Spanish) demonstrating mastery of international accountability, auditing, accounting, IT, governance, electronic data processing, and internal control subject matter; resumes with details of experience, education, certification, and subject matter expertise, of all translators and reviewers; details regarding the capacity for word processing and electronic transmission; and a description of the process used to ensure quality and consistency across all five languages and to track documents through the production process (from submission of initial draft documents through presentation of a final product in all five languages).
