UNITED STATES POSTING OF AN AMENDMENT TO SOLICITATION SA13017RP0007 TO INCLUDE THE REFERENCED ATTACHMENTS. Please reference original Special Notice SA130107SN00WC. This is an amended Solicitation Notice for an OMB Circular A-76 (Revised, May 2003) Public-Private Competition, using the Streamlined Competition Process, to provide Commercial Photography performed with the Office of Public Affairs located in Washington, D.C. Reference Attachment A Response to Questions; Attachment B Performance Work Statement, including GFP; and, Attachment C Workload Data Performance Decision date is: March 28, 2007 ATTACHMENT A Draft Photographic Services PWS Reference Number-SA130107SN00WC Posted January 4, 2007 Response to Questions January 19, 2007 General Requirements 1) If the government intends to award a firm fixed price contract vs. time and materials, significant workload data needs to be provided in order for us to project staffing and costs. Data needed include information such as number and type of photographic events, time duration, traditional film vs. digital, types of displays and required services. ANSWER.Informational data is attached as a separate document 2) 5th bullet re: Plan for services outside of DC: a. Please clarify if the government intends for the contractor to provide logistics support/advance planning support or to travel with the Secretary/officials? Please be specific regarding the services needed. ANSWER.Provider is responsible only for the travel with the Secretary/officials for local travel in the Washington, DC metropolitan area. b. How many international and domestic trips are anticipated annually? ANSWER.Provider is not required to travel on any international or domestic trips. 3) 6th bullet re: Department Website: a. Will PS provider post the photographs or will the OPA? ANSWER.OPA will post the photographs. b. Will the PS provider also provide photos for the bureaus?? and agencies?? websites? ANSWER.Yes, the photographic service provider will provide photos for the bureaus?? and agencies?? websites when requested. 4) 7th bullet re: Administrative functions: a. Please define ??market research?? by providing examples. ANSWER.Market research involves canvassing various industry publications, periodicals, websites, businesses, corporations and manufacturers for news, information and costs for service or equipment. In regard to locating a photographer in a particular area, region or city, it would involve locating a Professional Photographer's Guild; and, contacting a number of the available Photographers until you have confirmation for your event coverage, delivery and cost. This process can take from several minutes to several days depending on what is needed and the time frame it is needed in. b. Re: shared computer library: i. Will the shared computer library be a server or disks? ANSWER.Both a server and a disk. ii. Will the library be hosted and maintained by the government or the PS provider? ANSWER.The library will be hosted and maintained by the Government. iii. Who will provide hardware and software maintenance/back-up? ANSWER.All Government furnished property that is currently maintained and backed-up by the Government will continue. However, all other hardware and software is the responsibility of the provider.?? iv. How much storage capacity does the government require? ANSWER.The Government will be responsible for storage capacity. c. Will the PS provider be responsible for NARA archiving activities? ANSWER.No, the photographic service provider will not be responsible for NARA archiving activities. d. Will the PS provider be responsible for research support for periodicals/publications? ANSWER.Yes, the photographic service provider will be responsible for research support for periodicals/publications. 5) 9th bullet re: Other customers: a. What support is anticipated for the Working Capitol Fund? ANSWER.The Working Capitol Fund is what private interest groups or individuals make their checks payable to when requesting Photographic Services. We do provide services upon request to FTC and FMC. The services are the same as the requesting offices in the Department of Commerce. They range from Official Portraits in the studio and on location, Award Ceremonies, and photojournalism with proofs and enlargements provided upon request. b. Will the PS provider continue to provide services to non-government private interest groups such as the Credit Union and National Marine Science Foundation? ANSWER.Yes, they will continue to provide services. 6) How will photographic services be billed/payment for services be processed? ANSWER.Photographic service will be billed monthly invoices and payments made based on the Firm Fixed-Price. 7) To who is photographic work to be delivered: OPA, the customer, both? ANSWER.The photographic work is to be delivered to both. 8) How will we receive requests for photographic services (fax, call, email)? ANSWER.The request for photographic service will be issued by an approving official, by all forms of electronic means. Performance Requirements 9) 3rd bullet re: photographs for the website: a. Some assignments may be completed on weekends and late in the evenings. Will the government consider revising the standard to 2 business hours? ANSWER.Yes, this is reflected in the Final Performance Work Statement. b. Also, who will determine which photographs will be posted to the website, and when in the course of an assignment will we be advised of this? ANSWER.The customer will determine which photographs will be posted to the website. The photographic service provider will be advised of this when requesting the service. 10) 4th bullet re: All other photographs provided within 8 business hours of completion of assignment. a. Some assignments may be completed on weekends and late in the evening, and some assignments may be very lengthy and cover several days. The longer the assignment, the greater the number of photographs. In addition, industry best practices provide for color correction, red eye reduction, cropping, eye opening, and general cleaning up of photographs in preparing a proof CD for the customer, which takes time. For enlargements (prints), commercial services charge 200% mark-up for same day services; 100% for next day services, and require 3-5 business days for standard turn-around services. Will the government consider a 3-5 business day turnaround for standard orders, unless the customer specifies faster turnaround and understands the additional cost to the customer? ANSWER.Yes, the Government will consider 3-5 day turnaround for standard orders, unless the customer specifies a faster turnaround time. b. Please define ??all other forms of photographs.?? Does this refer to proof CDs, or enlargements (prints)? Does this mean photographs that are not for the website, and if so, what types of photographs does the government anticipate this would be (e.g. certain portraits, certain types of events, etc.)? ANSWER.Proofs, enlargement, portraits, and CDs. 11) 5th bullet re: quality. Is the photographer responsible for ensuring proper protocol, such as the relationship of the flag to the subject ?V or is this a customer responsibility? ANSWER.The PS provider shall provide all photographic work to the customer as requested by the customer with an electronic copy to the Contracting Officer Technical Representative. 12) Currently, the NAICS Code is: 921190 ?V Other General Government Support. Wouldn??t it be more appropriate listed under NAICS Code 541922 ?V Commercial Photography? ANSWER.Yes, the NAICS Code has been changed from 921190 ?V Other General Government Support to reflect the more appropriate NAICS Code 541922 ?V Commercial Photography. 13) Rather than a ??Total Small Business Set-Aside??, could a set-aside for ??Service Disabled Veteran Owned Small Business?? be of more value to the Department of Commerce??s SDVOSB goal? ANSWER.After careful consideration and further research, the Department of Commerce has determined to remain with a ??Total Small Business Set-Aside??. 14) Since employees of a winning-contractor would be subject to the DOL Service Contract Act, which of course directly affects the dollar amount of our bid, could the final solicitation include the GS grades of the 4 incumbents? ANSWER.The GS grades will not be reflected in the posted solicitation. 15) Will the Solicitation include a clause that Incumbent employees have the right of first refusal? ANSWER.Yes, the clause is, and will be inserted into the Solicitation that Incumbent employees will have the right of first refusal. ATTACHMENT B Photographic Services Performance Work Statement Purpose The purpose of this Performance Work Statement (PWS) is to obtain photographic services for the Office of Public Affairs (OPA) within the Department of Commerce; and its outlying agencies. Scope of Work The Department of Commerce Photographic Services shall encompass all forms of still photography for the Office of the Secretary and the Department??s bureaus. Photographs will be requested for a variety of reasons including, but not limited to, the following: official portraits, product photography, press conferences, swearing-in ceremonies, Congressional hearings, speeches, meetings with high-level officials from other countries, and other important events relative to the Department and its outlying agencies. General Requirements The service provider shall: ?X Provide all personnel, facilities, materials, supplies, equipment and services required for the performance of work in this PWS, which are not provided by the Government. ?X Provide all forms of still photography, including color, black & white, traditional film and digital photos. ?X Provide photography-related services such as providing reprints and enlargements, editing/color correcting services and creating master photo CDs. ?X Obtain clear guidelines on all assignments including, but not limited to, what types of photos are expected, when they are to be presented to OPA and in what format. ?X Provide digital photos to OPA to be posted by OPA on the Department??s website. ?X Provide photos for other bureaus and agencies to post to their website, as requested by the customer. ?X Provide other administrative functions related to providing photography services including logging bank card purchases, market research, maintaining photos in a shared computer library (both on a DOC server and disks) that is accessible to appropriate OPA staff, research support for periodicals/publications and other tasks, as needed. ?X Fulfill occasional requests for the production of photographic displays, such as displays in the Secretary??s Diplomatic Reception Area; the Secretary??s exhibit in the 5400 corridor of the Herbert C. Hoover Building (HCHB); office areas in Bureau of Industry and Security (BIS), Economic Development Administration (EDA), International Trade Administration (ITA), the Minority Business Development Agency (MBDA corridor) Director??s offices; and Office of the Secretary/Office of Public Affairs. However, all Office of the Secretary photographic service needs will take precedence over all other requests. ?X Provide support to other customer including the Federal Trade Commission, the Federal Maritime Commission, and the Working Capitol Fund, although the majority of the support will be provided to the Office of the Secretary, the Office of the Deputy Secretary and the Department??s bureaus. Performance Requirements The service provider shall provide the services contained herein in accordance with the following performance requirements: ?X All assignments are appropriately documented when assigned. ?X The service provider must be able to respond to a request to cover an assignment given two business hours notice. ?X Photographs for the Department of Commerce website must be electronically sent to the webmaster within two hours of assignment completion. OPA will work with photographic services on which photos shall be posted to the website. ?X Digital photos and CDs with photos for the website shall be provided to the customer within two business hours of completion of the assignment. ?X All other forms of photographs (proofs, enlargements, portraits, CDs) shall be provided within 3-5 business days after the completion of the assignment for standard orders. The service provider shall provide completed assignments faster than standard orders, if requested by the customer. ?X All photos clearly capture intended subject matter in a way that demonstrates the quality, style and composition desired by the requestor. For example, if the assignment has a subject swearing in, the service provider must provide quality photographs of the inductee raising their hand. The service provider will not be responsible for setting up backdrops, but will be responsible for ensuring that the photographs capture what the customer requested. ?X The customer is satisfied with all aspects of the services delivered. It is anticipated that customer satisfaction will be captured by survey, once each service is complete. ?X The service provider shall provide all photographic work to the customer as requested with an electronic copy to the Contracting Officer??s Technical Representative (COTR). Information Requirements The service provider shall comply with the following information requirements: ?X Weekly reports are to be delivered to the Contracting Officer??s Technical Representative and the Director of Public Affairs. Detailed instructions on the required report format, content, distribution, and due dates will be provided upon award, and may change with a minimum 30 days notice to the service provider. Constraints The service provider??s support of this work statement is constrained, as follows: ?X Due to the interaction that may be required with high-level officials from the United States and other Governments, all personnel providing support under this requirement must be able to pass a background check. ?X The service provider agrees that unacceptable work as designated by the COTR shall be corrected, if possible, by the service provider at no additional cost to the Government. ?X The Program/Project Manager for this effort shall be designated as Key Personnel at the time of contract award. The resumes of all personnel providing support under this effort shall be reviewed and approved by the Government prior to commencing work under this effort. ?X All personnel, other than those providing non-photographic functions, shall possess at least three (3) years of professional, experience taking photographs of executives. ?X The service provider will be responsible for all local travel costs in the Washington, DC metropolitan area. ?X The shared computer library will be hosted and maintained by the Government. The Government will be responsible for hardware/software maintenance and backup for the shared computer library. All other hardware and software is the responsibility of the provider. ?X The service provider will likely receive requests for photographic services in all forms including, but not limited to, fax, email or telephone call. ?X The Government is not responsible for replacing any Government Furnished Property that is deemed substandard or insufficient by the service provider. ?X Market Research involves canvassing various industry publications, periodicals, websites, businesses, corporations and manufacturers for news, information and costs for service or equipment. In regard to locating a photographer in a particular area, region or city, it would involve locating a Professional Photographer??s Guild. Support in this area will likely involve contacting a number of the available photographers until you have confirmation for your event coverage, delivery and cost. Period of Performance The base performance period shall commence April 2, 2007 through March 31, 2008 with four one-year options that shall span through March 31, 2012. The base period of performance will include a transition period not to exceed ninety (90) days. The length of the transition period will be discussed upon award. Government Furnished Property (GFP) The Government will provide the following property ??as is?? to be utilized at the Contractor??s discretion and to be returned at contract completion: Audio-Visual Photography Enlarger Communication, Detection and Coherent Radiation Equipment Disk Drive, Non-Magnetic General Purpose ADPE INCL. Software, Supplies and Support Camera, Still Picture Network Power Director Audio-Visual Photostat Machine Sealing Machine Printer, Laser Microcomputer, Desktop, Tower, Mini Tower ?V 2 Apple Computers Microcomputer, Desktop, Tower, Mini Tower ?V 4 Dell PCs Printer Inkjet Color Laptop Computer Copier, Office, Electrostatic Proc. Optical Reader Data, Desktop ?V 2 Facsimile Terminal ATTACHMENT C Photographic Services Workload Data Based on weekly reports from a nine-week period commencing February 26, 2006, and concluding June 11, 2006, the following workload data is provided for information purposes only. ?X On average, the photo services shop went on approx 10 photo shoots a week. ?X Secretarial events including but not limited to speeches, press conferences, meetings and award ceremonies: o Week 1 - 10 o Week 2 - 1 o Week 3 - 1 o Week 4 - 7 o Week 5 - 5 o Week 6 - 1 o Week 7 - 4 o Week 8 - 12 o Week 9 - 3 Note: On one day, photo services were needed the entire day due to the Secretarial events (high profile events, meetings and press conferences) that took place. ?X Bureau events, including but not limited to, speeches, meetings and award ceremonies: o Week 1 - 6 o Week 2 - 7 o Week 3 - 4 o Week 4 - 5 o Week 5 - 0 o Week 6 - 4 o Week 7 - 4 o Week 8 - 4 o Week 9 - 3 ?X Portraits of bureau officials: o Week 1 - 1 o Week 2 - 0 o Week 3 - 0 o Week 4 - 0 o Week 5 - 3 o Week 6 - 5 o Week 7 - 0 o Week 8 - 1 o Week 9 - 0 ?X Off-site events, including but not limited to speeches and congressional hearings: o Week 1 - 1 o Week 2 - 0 o Week 3 - 0 o Week 4 - 1 o Week 5 - 0 o Week 6 - 0 o Week 7 - 1 o Week 8 - 0 o Week 9 - 0 ?X ??Meet & Greet?? events, including but not limited to, between the Secretary and Foreign Dignitaries, CEOs, VIPS and departing staff members: o Week 1 - 1 o Week 2 - 0 o Week 3 - 4 o Week 4 - 4 o Week 5 - 2 o Week 6 - 4 o Week 7 - 0 o Week 8 - 0 o Week 9 - 0 ?X After Hours events: 2 in the nine-week time period. After hours include: Saturdays and Sundays and anytime after 5:00 p.m. Monday, Tuesday, Wednesday, Thursday, and Friday. ?X Switching out/additions to Photo Displays: Normally, the exhibit in the Secretary??s Diplomatic Reception Area would be updated approximately every other month, switching out photos for more prominent ones as the Secretary??s tenure transpires. MBDA typically updates their exhibit once a year following MED Week, switching out photos with more prominent up to date enlargements. The exhibit in the 5400 corridor is usually updated with the change in administration. The new department heads generally want their agency to reflect the most recent changes made. ITA has several exhibit areas and conference rooms. Their selection tends to be of images that are timeless and are of historical nature, so that they do not have to change when the administration changes. BIS is similar to ITA, but their people and subject matter does not change. ?X Research support for periodicals/publications: Once a quarter. Market research support can take from several minutes to several days depending on what is needed and the timeframe it is needed in.
