Description
The U.S. Department of Energy (DOE), Office of Nuclear Energy, is providing the Draft Performance Work Statement (PWS) for public comments for the A-76 Study on the Radiological and Environmental Sciences Laboratory (RESL) and is concurrently conducting market research. Additional information is provided below. DOE plans to use this information to improve the understanding of the Government requirements and industry capability in order to finalize the acquisition strategy for the prospective procurement. The public announcement for the A-76 Study was made in FedBizOpps on September 28, 2006 under Special Notice Number DOE-SNOTE-060928-001. Accordingly, Attached are copies of the Draft PWS and Technical Exhibits for comments and other information pertaining to the experience levels required in order to perform the Draft PWS. These documents are available to download from this website, which is the official point of notification to the public. This notice expands the number of Full-Time Equivalent employees at RESL who are performing these activities in the Draft PWS to include contracted activities being performed by 9 contractor-equivalent positions performed by Battelle Energy Alliance, the Management and Operating Contractor at the Idaho National Laboratory, to support RESL. As a result, the number of positions for this study will change from 19 positions to 28 positions. This notice is part of a market research to identify qualified small business sources (including small business led teams or joint ventures) that qualify under North American Industry Code (NAIC) 541380 (Testing Laboratories) that have the comprehensive knowledge, skills, capability, and human resource availability with competencies to meet the requirements as delineated in Sections 3.1 through 3.11 of the Draft PWS. Much of the scope of work required within the Draft PWS does not require access to classified data and/or classified areas as stated in Section 5.4 of the Draft PWS. However, the service provider shall maintain two (2) Q security clearances in order to support the work in the PWS that requires access to classified data and/or classified areas. Section 8 of the Draft PWS addresses the facility requirements, if an alternative facility is proposed by the service provider (other than at RESL) to perform the work. Interested small business sources, including small business-led teams and joint ventures that qualify under the above listed NAIC Code as a small business, are hereby invited to submit a capability statement of no more than ten (10) pages to demonstrate capability to provide the requested services. Furthermore, the capability statement shall include three past performance references, which illustrate your firm???s ability to perform all of the requirements under the Draft PWS. In addition, each reference must include a corporate officer???s name, title, current U.S. mailing address, email address, telephone and facsimile (fax) number. Each reference should have complete knowledge of your firm???s performance in the areas of technical and business management that can be directly related to the Draft PWS provided with this announcement. Each submission shall also provide a corporate commitment to participate in any future competition as a prime service provider for the Radiological and Environmental Sciences Laboratory. Interested sources may submit comments/suggestions for the evaluation criteria to be utilized in the forthcoming solicitation, methods of reducing the costs of proposal preparation, or procurement process streamlining strategies. These comments, questions, and suggestions should be submitted separately from the Draft PWS comments and capability statement. Parties who submit comments/suggestions in addition to responding to the PWS comment portion and market research portion, must submit each item in a separate file. All feedback will be taken into consideration, however, the agency reserves the right to utilize, or not utilize, the comments or any other information submitted. All interested firms are required to register in the Central Contractor Registration. Instructions on how to register may be found at: http://www.ccr.gov. THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR A FORMAL PROPOSAL OR A PRESOLICITATION NOTICE. This notice is provided as information to the marketplace and is an invitation for an expression of interest and demonstration of capability to perform the anticipated work. The Government will not pay for the provision of any information nor will it compensate any respondents for the development of such information. DOE plans to issue a solicitation for the subject services in May 2007. A Pre-proposal Conference and Site Visit will be conducted. Comments on the Draft PWS, small businesses responding to this market survey, and other comments/suggestions must be submitted via the DOE IIPS at http://e-center.doe.gov (each file must be submitted as a separate electronic document under Volume I) no later than 4:00 P.M. Eastern Time, March 9, 2007. Information submitted after this deadline will not be considered. Interested parties must register via the IIPS web site prior to responding to this market survey. Instructions on how to submit your response can be found in the help document located on the IIPS web site listed above. QUESTIONS REGARDING THE DRAFT PWS/MARKET SURVEY SHOULD BE SENT VIA DOE IIPS. This notice is NOT A REQUEST FOR PROPOSALS and in no way obligates the Government to award any contract or letter of obligation. DOE will not be responsible for any costs incurred by the parties who respond to this notice. NO SOLICITATION EXISTS AT THIS TIME. It is also the responsibility of the respondent to monitor this site for the release of any additional information, amendments to this notice, solicitation, or other related documents. To assist in this process, it is suggested after interested parties have registered on IIPS, to click-on the button entitled Join Mailing List and fill-out the required information to receive automated notifications. **PLEASE BE ADVISED THAT ALL INFORMATION SUBMITTED WILL BE CONSIDERED PROCUREMENT SENSITIVE. No material submitted for review will be returned and there will be no formal or informal debriefing to a contractor/Agency Tender concerning the review of their submitted material.
