- The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) is conducting a market survey to determine the availability of small businesses to provide workforce planning and recruitment and sourcing services. This project involves the following activities: Task 1. Workforce Planning is a new requirement. Task 2. Recruiting and Sourcing Services, is currently being performed by an incumbent that is a small business. Task 1. Workforce Planning: The Contractor shall provide technical expertise and resources to the NHLBI in the areas of workforce analysis and planning. The Contractor shall develop and implement an Institute workforce planning model based on the NHLBI?s Strategic Plan, taking into consideration the agency?s mission, vision, and future goals and direction. The Contractor shall provide the appropriate guidance and instructions to ensure that NHLBI management officials have a broad understanding of the necessity, challenges, and process for developing and maintaining a division or program workforce planning model reflective of its program's posture. The Contractor shall work closely with appropriate NHLBI management and NIH staff to develop workforce succession plans based on increments of three (3) and five (5) years. The Contractor shall develop intelligent projection models which will be used by the senior management staff for effective planning, and utilization of human capital. The Contractor shall work closely with senior management officials to assist them in assessing their human capital needs and develop effective approaches to address those needs. The Contractor shall develop written guidance on approaches to ensure the continuity of effective workforce planning for management officials. Performance of these activities will require a series of steps including: the analysis of NHLBI's current workforce and staffing structure, pay levels, projected accessions and separations, retirement eligibility, NIH EEO and diversity initiatives, and other relevant factors. Task 2. Recruiting and Sourcing Services: The Contractor shall provide recruiting and sourcing services for the NHLBI. Positions for recruitment may include: senior scientific professional positions, executive positions, management positions, administrative positions, and technical positions. There will be a primary concentration on senior-level scientific professional positions, i.e., Ph.D. / M.D. candidates with medical, health or research experience in specialized areas including: cardiology, cardiovascular and pulmonary disease research; pulmonology, hematology, sleep disorders, women's health, and public health. The Contractor shall revise or develop new position descriptions and statements of duties and responsibilities which reflect the requirements of the vacant positions. The Contractor shall also develop knowledge, skills and abilities (KSAs) statements and crediting plans for recruitments, if necessary. The Contractor shall have a nationwide network of resources from which to identify and obtain highly qualified, diverse candidates for the various vacant positions within the Institute. The Contractor's experience should demonstrate a successful track record of identifying candidate sources, developing and implementing strategies for attracting qualified candidates, and aggressively recruiting, screening, and recommending highly qualified medical, scientific, clinical, health, biotechnical, and professional candidates for the Federal Government. As a result of the Contractor's services, the NHLBI will successfully hire the best qualified candidates for the vacant positions, operating within full compliance of existing Office of Personnel Management (OPM) hiring policies and procedures. The period of performance will be five (5) years, with an anticipated award date of September 2007. It is possible that multiple awards will be made and Offerors will be able to submit capability information on any one task or both tasks. The applicable North American Industry Classification System (NAICS) code assigned is 541612, Human Resources and Executive Search Consulting Services, with a size standard of an average annual receipt of $6.5M over the last 3 years. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals and submission of any information in response to this market survey is purely voluntary. The Federal Government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these services, please provide the following information: 1) organization name, address, email address, website address and telephone number as well as size and type of ownership for the organization, i.e., small business, Small Disadvantaged Business, 8(a), woman-owned, Historically Underutilized Business Zone (HUBZone) concern, Veterans, and/or Service-disabled Veteran; and 2) Tailored capability statements addressing each task, with appropriate documentation supporting claim of organizational and staff capabilities. Organizations responding to this market survey should keep in mind that only focused and pertinent information is requested. If significant subcontracting or teaming is anticipated in order to deliver technical capabilities, organizations should address the administrative and management structure of such arrangements to demonstrate that small business prime contractors can maintain labor, technical and management control of the projects meeting the 'limitation on subcontracting' imposed on small business set-asides. Taking into account the magnitude of the scope of this effort, organizations should also address the capacity of their financial infrastructure to deliver contract performance. Although no geographic restrictions are anticipated, if responding organization is located outside of the Washington Metropolitan area, indicate how the organization would coordinate with the NHLBI Project Officer to provide support to multiple sites. The government will evaluate the capability information using the following criteria: 1) Understanding of the Requirement and Technical Approach - Provide documentation of the scientific, technical, or analytical approach to achieve project objectives, including a demonstrated understanding of potential problems; 2) Qualifications and Availability of Proposed Personnel Demonstrated - Evidence of the qualifications, experience, and availability of professional and technical personnel to accomplish each task, 3) Past Performance - The respondent must demonstrate that they have had at least five years of experience in national network recruiting for senior level biomedical scientific professional positions, i.e., M.D.s and Ph.D.s for the Federal Government. Respondent should also demonstrate knowledge of the Federal Government's hiring process; and the ability to perform workforce planning and analysis; specifically, developing a workforce plan and workforce planning methodology. Respondents are required to provide at least two (2) statements of references including names, addresses, phone numbers of points of contact, and a brief description of relevant work performed (current or past performance) as it relates to Task I and II; and, 4) Database and Applicant Tracking - The respondent must demonstrate expertise in database management and analysis and the ability to support and generate a variety of data reports to provide the NHLBI Project Officer with the current status of each task. Interested firms responding to this market survey are encouraged to structure capability statements in the order of the areas of consideration noted above. Responses should be limited to no more than 25 pages. Responding firms should provide and original and two (2) printed copies of a tailored capability statement to the attention of Ms. Melissa Lombardo at the National Heart, Lung, and Blood Institute, Office of Acquisition, Procurement Branch, 6701 Rockledge Drive, Rockledge Building 2, Suite 6042, Room 6148, Bethesda, Maryland 20892-7902 and an electronic copy lombardm@nhlbi.nih.gov within fifteen (15) calendar days from the date of publication of this notice.
