Description
The National Institute of Environmental Health Sciences (NIEHS) intends to negotiate on a sole source basis with Bio-Rad Laboratories, Life Science Group, Hercules, CA 94547 pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This request is for the following items: 1) #1709780 Real-Time PCR System iQ5, 1 each; 2) #1709780WS Service Agreement- 1 Yr on-site, 2 each; 3) #1708891 Kit, iScript cDNA Synthesis, 100R, 1 each; 4) #1708882 reagent, 500x50ul, iQ Sybr Grn, 2 each; 5) #7326820 Aurum Total RNA Mini Kit, 1 each; and shipping/handling charges. This system is to be used for detection of gene expression profiles. The instrument must be capable of quantification of both SYBR green based assays as well as assay using other fluorophores and permit multiplexing of PCR reactions in 96-well plates using simultaneous analysis of up to 5 sequences in the same reaction tube. The instrument must allow the user to change the filter set to accommodate the evolving inventory of labels of oligonucleotides. The instrument must also be able to perform a temperature gradient during the quantitation run. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities/specifications to the Contracting Specialist at the address stated above. This notice of intent is not a request for competitive proposals; however, all responses received within 10 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 10 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Bio-Rad. The NAICS Code/Size is 334516/500 Emp. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $100,000.
