- The Federal Bureau of Prisons is seeking quotes from sources having the ability to provide community-based outpatient substance abuse treatment services in Baton Rouge, Louisiana. Services are for male and female Federal offenders (inmates) held under the authority of various United States Statutes. The contractor shall be located no more than ten miles of Ecumenical House, 6753 Cezanne Avenue, Baton Rouge, LA, 70806. The services required for this contract include: Base Year (04/01/07 - 03/31/08): Estimated number of inmates 48: Intake Assessments (one per inmate) for 5 inmates = 5 assessments; Individual Counseling Sessions (30 minutes = 1 unit), 24 units per 48 inmates = 1,152 units; Group Counseling Sessions (30 minutes = 1 unit) 48 units per 48 inmates = 2,304 units; Family Counseling (30 minutes = 1 unit), 4 units per 48 inmates = 192 units; Mental Health Intake Assessment and Report = 1 report; Medication Monitoring Report = 1 report. Option Year 1 (04/01/08 - 03/31/09): Estimated number of inmates 20: Intake Assessments (one per inmate) for 5 inmates = 5 assessments; Individual Counseling Sessions (30 minutes = 1 unit), 24 units per 20 inmates = 480 units; Group Counseling Sessions (30 minutes = 1 unit) 48 units per 20 inmates = 960 units; Family Counseling (30 minutes = 1 unit), 4 units per 20 inmates = 80 units; Mental Health Intake Assessment and Report = 1 report; Medication Monitoring Report = 1 report. Option Year 2 (04/01/09 - 03/31/10): Estimated number of inmates 22: Intake Assessments (one per inmate) for 5 inmates = 5 assessments; Individual Counseling Sessions (30 minutes = 1 unit), 24 units per 22 inmates = 528 units; Group Counseling Sessions (30 minutes = 1 unit) 48 units per 22 inmates = 1,056 units; Family Counseling (30 minutes = 1 unit), 4 units per 22 inmates = 88 units; Mental Health Intake Assessment and Report = 1 report; Medication Monitoring Report = 1 report. Option Year 3 (04/01/10 - 03/31/11): Estimated number of inmates 24: Intake Assessments (one per inmate) for 5 inmates = 5 assessments; Individual Counseling Sessions (30 minutes = 1 unit), 24 units per 24 inmates = 576 units; Group Counseling Sessions (30 minutes = 1 unit) 48 units per 24 inmates = 1,152 units; Family Counseling (30 minutes = 1 unit), 4 units per 24 inmates = 96 units; Mental Health Intake Assessment and Report = 1 report; Medication Monitoring Report = 1 report. Option Year 4 (04/01/11 - 03/31/12): Estimated number of inmates 26: Intake Assessments (one per inmate) for 5 inmates = 5 assessments; Individual Counseling Sessions (30 minutes = 1 unit), 24 units per 26 inmates = 624 units; Group Counseling Sessions (30 minutes = 1 unit) 48 units per 26 inmates = 1,248 units; Family Counseling (30 minutes = 1 unit), 4 units per 26 inmates = 104 units; Mental Health Intake Assessment and Report = 1 report; Medication Monitoring Report = 1 report. Treatment facility must meet Louisiana Department of Health and Hospitals Office of Addictive Disorders licensing requirements. Individual practitioners must meet State of Louisiana license/certification requirements. Note: Mental Health Intake Assessments and Reports & Medication Monitoring may be subcontracted out. The services shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) Statement of Work dated October 2005. The request for quotation will be available on or after March 7, 2007 and will be distributed solely through the General Services Administrations Federal Business Opportunities web site http://www.fedbizopps.gov. Hard copies of the quotation will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about March 21, 2007. Faith-Based and Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. This requirement is 100% set-aside for small business concerns. The BOP anticipates awarding a firm-fixed price contract. All responsible businesses may submit a quote which will be considered by this agency.
