Description
The U.S. Department of State, Office of Logistics Management, Acquisition, on behalf of Overseas Buildings Operations (OBO), anticipates the award of up to five indefinite quantity/indefinite delivery contracts to provide professional Architect-Engineer, or gineer services for conducting professional commissioning services as Commissioning Specialist for OBO DOS Diplomatic Facilities projects worldwide. One of the contracts will be set aside for small business. The North American Industry Classification System (NAICS) Codes for this service is 541330. The small business size standard is $4.0 million or less based on the annual average gross revenue of a firm which has been in business for 3 or more complete fiscal years. The Commissioning will be for OBO/DOS Diplomatic facilities located overseas. Each contract will have a ceiling of $10,000,000.00 over a period of five years, $2,000,000.00 per year (one year base contract with four (4) option years). Task orders will be placed against the contract on an as needed basis with a minimum of $50,000 awarded over the contract period. Individual task orders will be negotiated for each requirement with the commissioning estimated cost to range from $100,000.00 to $750,000.00. The successful firms must be able to successfully complete the commissioning engineering tasks. A Certified Commissioning Professional CCP or Commissioning Agent CxA, will be required to oversee all commissioning procedures and work .The task orders will consist of a multi-disciplined group of licensed architects and engineers, who will work on the commissioning assignments exclusively for the length of the assignments (generally ten (10) months on the commissioning site). The types of commissioning services may include, design intent documentation; design reviews; commissioning plan development; commissioning specification development; pre-functional checklist and functional test procedure development; equipment, systems, and control submittal reviews; coordination of operations and maintenance documentation delivery, review, and acceptance; coordination of operations and maintenance training planning, delivery and acceptance; construction installation observation; equipment startup planning and oversight; functional performance testing oversight and documentation; deficiency correction tracking and documentation; warranty period testing, operation, and issues tracking and resolution; administrative management and coordination of commissioning process; and coordination and education of commissioning team. The work must comply with American Society of Heating, Refrigerating and Air Conditioning Engineers (ASHRAE) (Guideline 0-2005) and National Electrical Code (NFPA 70) 2005 edition, International Electrical Testing Association, Acceptance testing specifications (NETA ATS) 2003 edition as they apply to the DoS commissioning execution plans. Commissioning documentation submissions will typically include project-specific commissioning plans; design review comments; submittal review comments; site observation reports; equipment startup plans; operations and maintenance training plans; systems-based operations manuals; pre-functional checklists; functional test plans; functional test procedures; functional test reports; commissioning action lists; final commissioning reports; warranty issues tracking and resolution documentation; commissioning meeting agenda and minutes. Minimum qualifications for the Commissioning Firm include; 1) experience working directly for the owner as commissioning agent on at least three new construction projects greater than $50 million in construction costs; 2) certified commissioning professionals (either Certified Commissioning Professional, CCP or Commissioning Agent, CxA) )committed to the DOS projects; 3) a library of standard commissioning forms and templates, including electronic versions of all; in-house expertise in building mechanical, electrical and life safety system (MELS) design; 4) in-house expertise in building MELS (system operations and maintenance as an owner or service contractor; 5) and in-house expertise in building MELS control system design, installation and startup. The Commissioning Firm shall be capable of dispatching qualified Commissioning Professionals to 3-4 separate Embassy posts simultaneously for no less than 10 month on-site assignments at each post. Each field Commissioning Professional shall have most, if not all, of the following qualifications: a) served as a commissioning professional for at least three (3) commissioning projects greater than $25 million in construction costs and which included mechanical, electrical and life safety systems in the commissioning program; b) excellent verbal and written communication skills; c) experience in team building and facilitation; d) extensive experience in the operation and troubleshooting of HVAC systems, energy management control systems; e) experience in energy-efficient system design and control strategy optimization; f) experience defining, creating, and analyzing system performance data, especially using trend log capabilities of direct digital control systems; g) knowledgeable in building operations and maintenance procedures, documentation, and training; h) experience evaluating and spot checking air and system balancing procedures; i) experience in electrical power distribution systems including generators, transformers switchgear etc. Certified commissioning professional will be required to oversee all commissioning work. Commissioning teams procured under the task orders will consist of a multi-disciplined group of licensed architects and engineers, who will work on the commissioning process exclusively for the length of the assignment (generally not less than ten months on site. In order to be eligible to perform under this contract, the successful offeror must possess or be able to obtain a Defense Security Service (DSS) Secret facility clearance (FCL) with Secret safeguarding, issued in accordance with the National Industrial Security Program Operating Manual (NISPOM), DoD 5220.22-M. Personnel requiring access to classified information or Controlled Access Areas (CAAs) at DoS sites must also possess Secret personnel security clearances issued by DSS. Subcontractors who will require access to classified information or CAA spaces must also possess a Secret FCL and personnel clearances. If a selected offeror does not already possess the necessary FCL, the Department of State will sponsor the firm for an FCL. DoS will also sponsor joint ventures for an FCL, however, each entity comprising a joint venture must possess or be able to obtain an FCL prior to issuance of an FCL to the joint venture. Sponsorship does not guarantee that the firm will receive the clearance. A period of six calendar months from selection of the final offeror will be allowed for this offeror to obtain the necessary FCL. After this period the Government may, at its discretion, consider awarding the contract to another firm or awarding less than five contracts under this effort. Offerors must submit their appropriate Commercial and Government Entity (CAGE) Code with the required qualification documentation. Firms which meet the requirements of this solicitation are invited to submit: (1) two copies of Standard Form 330 (), Architect-Engineer Qualifications; (2) two copies of a qualification statement, in block H of the SF 330, addressing the evaluation factors listed below; (3) two hard copies of a Commissioning plan produced by the firm on an office building/facility construction project; and (4) an electronic copy, on a compact disk (CD), a library of standard commissioning forms and templates, including electronic versions of all; in-house expertise in building mechanical, electrical and life safety system (MELS) design of a library of standard commissioning ). (4) in-house expertise in building MELS (system operations and maintenance as an owner or service contractor; (5)and in-house expertise in building MELS control system design, installation and startup including resumes and qualifications demonstrating expertise and compliance with the requirements and a description of the firms? management plan to staff 3-4 embassies with qualified personnel and to provide roving qualified technical experts, mechanical, Electrical, and Life and Safety to support the site personnel. Firms responding to this announcement on or before the closing date will be considered for selection. Selection will be made using the following evaluation criteria which are listed in descending order of importance: 1) Experience working directly for the owner as commissioning agent on at least three new construction projects greater than $50 million in construction cost 2) In-house certified commissioning professionals (Certified Commissioning Professional, CCP or Commissioning Agent, CxA) committed to serving as an objective, independent advocate of the owner on the DOS projects 3) Experience at developing a written commissioning plan, conducting a Cx scoping meeting, establishing a project Cx activity schedule, reviewing submittals, shop drawings, systems, assemblies and installation of installed systems. Experience in developing start-up checks, functional test verification and acceptance procedures to achieve the Owners Project Requirements. The capability to document the Cx Process with a library of standard commissioning forms and templates, including electronic versions of all; in-house expertise in building mechanical, electrical and life safety system (MELS) design 4) In-house expertise in building MELS system operations and maintenance as an owner or service contractor 5) In-house expertise in building MELS building control, communication and life safety system design, installation and startup 6) Ability to provide periodic status reports and a final Cx report 7) The capability of dispatching qualified Commissioning Professionals to 3-4 separate Embassy posts simultaneously for no less than 10 month on-site assignments at each post.
