Description
Request for Statement of Capabilities - Military Flight Operations Quality Assurance (MFOQA) This is a Sources Sought request. In accordance with FAR Acquisiton Circular (FAC) 2005-15, effective 12 February 2007, this Sources Sought is in support of a market survey being conducted by the Air Force to determine qualified sources capable of providing Military Flight Operations Quality Assurance (MFOQA) services for the Air Force Safety Center (AFSC). The government intends to award a Firm Fixed Price (FFP) contract with potential performance period of 5 years. If the requirement (as detailed below) can be filled, submit only one package in response to this sources sought. The 377th Contracting Squadron requests all interested parties respond to this Sources Sought Notice with a Statement of Capability (SOC). The SOC will be used to identify interested, potential and/or capable businesses that can provide the technical services and assist in determining the overall acquisition strategy. The SOC shall contain all pertinent infromation about the company but not limited to company name and address and NAICS business size. The SOCc shall be no more than five (5) pages (double sided). The font size shall be not less than 12 pitch New Times Roman or 11 pitch Arial. The paper size shall be 8.5 inches wide by 11 inches long. The SOC shall contain no attachments. Background Information: AFSC develops, implements, executes and evaluates Air Force aviation, ground, weapons, space and system mishap prevention, and nuclear surety programs to preserve combat readiness; conducts research to promote safety awareness and mishap prevention; oversees mishap investigations, evaluates corrective actions and ensures implementation; develops and directs safety and operational risk management education. Publishes Flying Safety magazine, Road & Rec and U.S. Air Force Weapons Journal for mishap prevention. In support of these roles the AFSC brought to fruition a USAF MFOQA program and subsequently been assigned management responsibilities by a HQ USAF multi-functional task force. The purpose of this acquisition is to deliver to the USAF, in the most expeditious manner; an operational web based Integrated Safety Information System (ISIS) with a functional MFOQA component. The ISIS may in the future expand to include other hazard trending and analysis components, an interface to the USAF mishap reporting system and mishap investigation laboratory. Methods to accomplish this objective may include modification of existing open source USAF developed MFOQA software or Commercial Off The Shelf (COTS) MFOQA software or a combination thereof. Overall SCOPE: - Support services, including program management, operational analyses, software design & sustainment, travel, and materials. - Assist the AF in the development, implementation, operational deployment, assessment, sustainment, and evolution of Air Force and Joint Service MFOQA programs. - Support the validation of the ISIS / MFOQA concept throughout the Air Force and DoD for a variety of aircraft configurations and missions. - Perform technology assessments; share knowledge of technological and operational findings, benefits, and advances. - Collaboration on program goals and capabilities for Joint Programs. - Publication and dissemination of educational materials, training materials, and lessons learned. - Regular communication between the contractor, Air Force and DoD personnel is required for optimal program development. CAPABILITY: Statements of Capability (SOC) are expected to include those service capabilities required to provide the support delineated in the scope section above and those technical capabilities required to deliver a product with characteristics as identified below. - Capability to provide user interface through a standard web interface such as Microsoft Internet Explorer - Capability to expeditiously accept, convert, store and archive input data files of various industry formats to a single format for further processing. - Capability to aggregate and differentiate flight time history data from thousands of aircraft of multiple fleet types - Capability to analyze aggregated data for; 1) identification of hazardous trends and, 2) statistical operational measurements. - Capability to seamlessly transition from statistical analyses to investigation of specific flights to determine cause of statistically observed trends. - Capability to investigate individual flights using AFSC currently licensed Flightscape graphical and animation tools. - Future capability to integrate other prevalent COTS graphical and animation tools. - Capability to create and edit hazard indicator (aka events) and statistical operational measurements logic. - Capability to quickly generate predefined reports, author new report formats and automatically push reports to users. - Capability to restrict individual user access to specific rights and privileges. - Capability to provide the USAF restricted rights and documentation to product source code.
