Description
To determine the best course of action for a potential A-76 Competition at Fort Carson in Colorado Springs, CO, the Installation Management Command is conducting market research to?determine the most effective procurement strategy and the availabilit y of qualified?firms to possibly perform the services that may be under study.???? Survey of Commercial Interest Introduction: Your firm is invited to participate in a survey to determine commercial interest in bidding to perform plans, training, and mobilization services being performed by civil service employees and contractors at Fort Carson in Colorado Springs, Colorado. This market research is seeking information related to: (1) obtaining expressions of interest from all businesses for the A-76 Competition at the prime contractor level; (2) determining the technical and financial capability of companies interested at the prim e contractor level and, (3) to roughly gauge the capability of those interested large or small business firms or teams as viable contenders at the prime contractor level.???? Purpose: The Department of the Army (DA) Installation Management Command (IMCOM) is conducting Preliminary Planning to determine the feasibility of competing the Directorate of Plans, Training, and Mobilization (DPTM) functions identified in this survey at Fort Car son. Your input will help determine the most appropriate scoping and grouping of these functions for commercial competition in anticipation of releasing a solicitation under Office and Management and Budget (OMB) Circular A-76. Background: Fort Carson, the Mountain Post, is an IMCOM Army post located southwest of Colorado Springs, between Interstate 25 and Highway 115. This post is recognized as one of the world's premier locations to lead, train, and maintain while preparing Soldiers to wi n on the battlefield. Fort Carson has a very diverse military and civilian population. A growing Soldier population from the current 12,600 to about 23,000 by FY10 and roughly 3,000 civilians are assigned to the Mountain Post. The major units assigned t o the post include three active component mechanized infantry brigades, an area support group, a Special Forces group, and the reserve component training support division headquarters for the western USA (Division-West) with one of its training support bri gades Many other smaller units also call Fort Carson home. The mission of the Directorate of Plans, Training, and Mobilization is to support Fort Carson soldiers and Div-West as we reorganize, train, mobilize, deploy, sustain and regenerate combat ready formations. The functions included in this category are plans, operations, taskings, education and training support, range management and logistics, range and training facilities, managing the training lands, mobilization, deployment, readiness, overs ight of airfield operations, and aircraft hot and cold fueling support. The DPTM functions under consideration at Fort Carson include approximately 119 Full Time Equivalents (FTE). Questions: The questions are divided into two sections: basic company information and market interest. The company information questions cover contact information, North American Industry Classification System (NAICS) codes, company size, current firm functional capa bilities, past performance and level of interest (ranked 1-5.) The market interest questions allow for the ranking of initially proposed grouping options, alternative scenarios and documentation of key risk areas. Instructions: This Request for Information (RFI) is being issued on an open market basis to the private sector community. This RFI is not a Request for Proposal (RFP), and nothing shall be construed herein or through the RFI process to commit or obligate the Government to further action as a result of the RFI. In addition, contractors responding to this RFI shall bear all risk and expense of any resources used to provide the request ed information. The information collected through this process is considered to be market research as described by the Federal Acquisition Regulation (FAR) 2.101 and in accordance with FAR 10.002(b)(2)(iii).
