- ANNOUNCEMENT: This is a Request for Information (RFI) announcement seeking comments and information from Urban Master Planners. This notice is issued for information and planning purposes only and is not a request for proposal. The U.S. Army and Government of Kirkuk, Iraq need information to determine the availability of capable contractors that can complete the City of Kirkuk Master Plan. To assist the Governments in determining the factors that would encourage the widest participation in the upcoming solicitation, the Governments are asking for information from potential contractors on what their capabilities are and any issues that may prohibit them from participating in the design of the Kirkuk Master Plan, Kirkuk, Iraq. The anticipated period of performance is 1 May 2007 through 30 April 2008. SYNOPSIS OF THE REQUIREMENT: The Contractor shall create the Master Plan and Zonal Development Plans for the City of Kirkuk, Iraq, identifying the priorities, potentials, and prospects considering the fast changes in major economic activities, land use patterns, and other development in various sectors. The contract will be awarded in accordance with Federal Acquisition Regulation (FAR) Part 15 for non-personal services. This contract will be awarded and administered by Kirkuk Regional Contracting Center, Joint Contracting Command-Iraq. Quality Assurance and Contracting Officer?s Representative functions will be performed by Gulf Region North (GRN), United States Army Corps of Engineers (USACE). This project will revise and update the Master Plan of Kirkuk so that it forms a useful and enforceable framework and common operating picture to guide development of new areas of the city and to guide the improvement of existing areas. The Contractor shall be required to coordinate, meet with, and discuss his/her activities with the members of the Project Working Group (PWG) on a weekly basis, and ensure that all concerns, requirements and standards of the PWG have been addressed and incorporated into the completed Master Plan. Members of the Project Working Group include a Master Plan Consultant, Director General (DG) of Urban Planning, City Regulators, Director General (DG) of Sector Planners, GIS Team, and the Governor?s Technical Representative. Types of services required for a Firm Fixed Price contract shall include developing and implementing a training plan for DGs and DG Engineers on Urban Planning, examining, documenting, and analyzing existing conditions in the city of Kirkuk, creating a database compatible with GIS software and processes used in the Provincial Government, analyzing the data collected and formulating plans and strategies in coordination with the DGs and the government that address each sector?s development, and creating realistic, sustainable recommendations for the city with phases based on the priority of need, and other services for the subject project. The Master Plan covers the city of Kirkuk and all relevant suburbs linked to the functioning of the city. Boundaries roughly include Shoraw to the north, the industrial area to the south, Falak to the west, and Panja Ali to the east. Award of the contract is anticipated in April 2007. The North American Industry Classification System (NAICS) code applicable to this requirement is 541320 Landscape Architectural Services. REQUEST FOR INFORMATION: 1. Provide a short paragraph identifying what specialized experience, education, and training your company has in Urban and Master Planning. 2. Include previous experience in designing City Master Plans for cities similar in size, population, and economic resources to Kirkuk, Iraq. 3. Willingness and capability to establish an office in the City of Kirkuk for the duration of the project. 4. Identify any issues or concerns that your company has that may prevent you from participating in the solicitation for the Kirkuk Master Plan.
