- This is a Request For Information - Sources Sought only! 1. Background HQMC C4 and OPNAV N6 have tasked the Center for Naval Analyses (CNA) to develop and perform an analysis of the requirements for the Next Generation Enterprise Network (NGEN) for the Department of Navy (DoN). The results of the requirements analysis will be the foundation for the follow on to the Navy Marine Corps Intranet (NMCI) contract. Also included in this effort is an analysis of future-state capabilities and services that must be provided by the NGEN to ensure that it will support business and warfighting operations of the DoN beginning in 2010 and well into the future. 2. Project Objective HQMC C4 (co sponsor of the NGEN requirements analysis project) seeks to leverage independent and objective research, industry benchmark data and facilitated workshops to support the development of the NGEN requirements documentation. HQMC C4 has requested that the contractor (i) conduct and facilitate technical solutions development workshops, (ii) develop a sourcing strategy for NGEN, and (iii) conduct a comparative pricing analysis of existing and future enterprise IT services. 3. Project Scope The contractor will perform tasks as delineated herein. The contractor will: (i) Review the existing NMCI and other services (such as MCEN, ONENET, IT21) and related operational procedures and processes, focusing on the current and planned services that will drive the infrastructure and service requirements for the NGEN. (ii) Develop content and facilitate up to 4 separate workshops with CNA and other DoN stakeholders to confirm requirements and develop technical solutions for the NGEN. (iii) Develop a clearly defined performance based sourcing strategy (using Key Performance Parameters) for NGEN that can be used to guide the DoN from requirement definition through final vendor selection and contract negotiations. (iv) Conduct a comparative pricing analysis of NMCI services, review the gaps and anticipated NGEN service scope, and project high level expected pricing. 4. Deliverables The contractor will prepare an executive report (in paper and electronic format) and present the report in a briefing to the Marine Corps, Navy and CNA NGEN team. The contractor also will provide the (i) workshop material (including industry best practices and suggested service domain areas for Gray Beard and Red Team Reviews), (ii) methodology, tools and templates for the development of a large-scale sourcing strategy, (iii) report of future service requirements and technology trends for IT service management, (iv) sourcing strategy, (v) summary of vendor market results, (vi) comparative pricing analysis review report, and (vii) forecasted pricing report.
