Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested. A written solicitation will not be issued. The due date is 5 March 2007 no later than 4:00PMest. Quotes may be submitted via e-mail to Shirley Powell at(spowell@tapo.eustis.army.mil). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-15. The associated NAICS code for this acquisition is 336413 and small business standard of 1000 employees. The FSC Code is 1520.The United States Special Operations Command, Technology Applications Contracting Office, has a requirement for depot level maintenance on main rotor and tail rotor transmissions. The Statement of work is as follows: 1. SCOPE The contractor shall provide Depot Level maintenance services for: 1 each Main Rotor Transmission part number 369F5100-505 serial number 0066, 1 each Main Rotor Transmission part number 369F5100-507 serial number 0245, 3 each Tail Rotor Transmission part number 369R5800-605 serial numbers 0011, 0058, 0015 2. REQUIREMENTS 2.1 DEPOT LEVEL MAINTENANCE SERVICES. The contractor shall be Federal Aviation Administration (FAA) certified and use Original Equipment Manufactured (OEM) parts. 2.1.1 The Contractor shall furnish all depot level labor, facilities and parts required to inspect, test and repair the main rotor transmission series 369F5100 and the tail rotor transmission series part number 369R5800 as well as their components, accessories, and major modules. Government Furnished Material will be provided for the repair of tail rotor transmission part number 369R5800-605. 2.1.2. All repair actions for the Main Rotor Transmission series part number 369F5100 and Tail Rotor transmissions series part number 369R5800 shall be in concurrence with MDHI Commercial Service Publication Handbook of Maintenance Instruction CSP-HMI-2; Commercial Service Publication Illustrated Parts Manual, CSP-IPC-4, and Commercial Service Publication Components Overhaul Manual, CSP-COM-5 including all mandatory bulletins. 2.1.2.1. The part number 369F5100 series main rotor transmission shall be operated under limitations upgraded from those published by the FAA. These limitations are: Maximum continuous power 30 minute -- 0 ? 81.2 psi 30 second -- 81.3 ? 84.8 psi 10 second -- 84.9 ? 95.1 psi 3 second -- 95.2 ? 99.0 1 second -- 99.1 ? 108.00 Time between overhaul (TBO) is 3,000 hours. 2.1.2.2. If part number 369F5100 series main rotor transmission is repaired due to an over-torque that exceeded 110.4 psi, the following components shall be removed and destroyed; all gears, bearings and ring gear carrier. The housing mid cover shall be subject to a dye penetrate inspection. All other parts shall have a normal overhaul inspection performed. 2.1.2.3. The part number 369R5800 series tail rotor transmission has a time between overhaul (TBO) of 1,200 hours. The following components have a service life of: T/R Input Gear Shaft Assy 369R5811-5 7,517 hrs T/R Output Pinion 369R5815-1 12,136 hrs T/R Gearbox Housing 369R5801-1 4,136 hrs T/R Input Gear Ball Bearing 369R5840 4,645 hrs T/R Input Shaft Roller Bearing 369R5841 15,993 hrs T/R Output Roller Bearing 369R5842 1,396 hrs T/R Output Duplex Ball Bearing 369R5843 5,587 hrs 2.1.2.4. The assembly components shall be replaced if the remaining service life is less than 1,200 hours at time of repair and/or overhaul. Components with 1,200 hours or more remaining will be reinstalled in the tail rotor transmission, provided it is in serviceable condition. 2.1.3 After the completion of work, each transmission shall be placed on a test stand to check performance and quality of work in accordance with established commercial parameters. The test stand must be on the premises and/or owned by the contractor. Any deficiencies found during the test stand analysis will be corrected prior to government acceptance of the transmission. 2.2. Packaging 2.2.1 Packaging for return shipping of transmissions will be based on best commercial practices. The repaired parts shall be delivered to the Lexington, KY TAPO Warehouse. The delivery schedule will be determined prior to award. FOB and Acceptance/Inspection is at origin by a Government quality assurance representative (QAR). The following provisions and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors--Commercial; 52.212-3, Offeror Representations and Certifications--Commercial Items (Offerors are instructed to complete this section and return with their proposal, unless it is available on-line as implemented under ORCA (On-line Representations and Certifications Application)and shall state so in their quote); 52.212-4, Contract Terms and Conditions--Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items (specifically, but not limited to 52.222-3, 52.222-21, 52.222-19, 52.222-26, 52.222.35, 52.222-36, 52.222-37, 52,225-13, 52.232-33, 52.222-41, and 52.222-42); 252.211.7003, Item Identification and Valuation; 252.212-7000, Offeror Representations and Certifications--Commercial Items; 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Order Applicable to Defense Acquisitions of Commercial Items (specifically, but not limited to 252.225.7001, and 252.247-7023 (Alt III); and 252.204-7004, Required Central Contractor Registration.
