- The U.S. Coast Guard is setting aside this acquisition for Total Small Business Set Aside concerns. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. The NAICS Code is 336611. The acquisition is for drydock repairs to the 47 FOOT MOTOR LIFEBOAT (CG-47233), at the contractor?s facility. The performance period will be 60 days with a start date on or about May 16, 2007. The homeport of the vessel is Coast Guard Station Shinnecock in Hampton Bays, NY. The solicitation will be issued electronically on the FEDBIZOPPS web page on or about March 16, 2007 at http://www.fbo.gov/. The scope of the acquisition is to provide all labor, material and equipment necessary to perform drydock repairs to the 47 FOOT MOTOR LIFEBOAT (CG-47233) including but not limited to the following Base and Option items: Welding Repairs; UT Shot Hull Testing; Remove, Inspect, and Reinstall Rub Rail System; Inspect Frame 5 Bulkhead & Penetrations; Clean and Inspect Fuel Tank (Includes Disposal); Inspect and Test Buoyancy Chamber; Remove & Reinstall Main Engine; Gearbox Removal, Installation, & Alignment; Remove, Inspect, & Reinstall Cardan Shaft; Remove, Inspect, & Reinstall Propeller Shafts; Straighten Shaft; Renew Strut; Renew Water-Lubricated Shaft Bearings; Remove, Inspect, and Reinstall Propellers; Clean & Inspect Engine Exhaust System; Open & Inspect Deck Lights; Test, Overhaul, & Renew Valves; Inspect & Overhaul Sea Strainers; Fuel Vessel; Inspect Hydraulic Steering Gear; Remove, Inspect, & Reinstall Rudder Assemblies; Renew Rudder Bearings; Remove, Inspect & Reinstall Tow Reels; Preserve Underwater Body; Renew Zinc Anodes; Hull Insulation Renewal; Provide Temporary Logistics; Routine Drydocking; Fuel Return Line Modification (EC 47MLB-(A)-035); Radar Foundation Reinforcement (EC 47MLB-(C)-038); Preserve Bilge; ForePeak Vent Modification (EC 47MLB-(C)-004); Inspect Compartment Bulkheads; Inspect Lazzarette Vent Box, Inspect Engine Room Bilge. Trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. The following Geographic Restrictions applies for the 47 FOOT MOTOR LIFEBOAT (CG-47233): to travel no further than 240 Nautical Miles from the vessels home pier on navigable waterways, and no more than 50 Nautical Miles off shore. The simplified acquisition will be issued as a best value Request for Quotes (RFQ). Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings is available free of charge to contractors upon request not later than three (3) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). Drawings are still available in hardcopy; however, a non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U.S. Coast Guard for requested drawings.
