- 66-SERVICES NON-PERSONAL: SERVICES necessary to accomplish REPAIR of Electronic Horizontal Situation Indicator Applicable to the F-16 ACFT. L-3 Communication, Grand Rapids, MI will be solicited as the only known approved source of repair. Contractor shall provide all labor, facilities, equipment and ALL MATERIAL to accomplish repair, test, packing, preservation and packaging and return to the government in accordance with the work specifications contained in the contract, the items of Air Force Equipment listed below. A Firm Fixed Price Requirements type contract is contemplated for a Basic Year plus Four (4) One-Year Options. The items and Estimated Quantities are as follows: CLIN 0001: NSN 6605-01-499-0864; P/N 501-1847-01; Noun: Electronic Horizontal Situation Indicator; CLIN 0002: NSN 6605-01-515-6610; P/N 501-1847-02; Noun: Electronic Horizontal Situation Indicator; CLIN 0003: NSN 6605-01-532-2364; P/N 501-1847-04; Noun: Electronic Horizontal Situation Indicator; Estimated Qty; 84 ea. Basic Year; 84 ea. Option I; 84 ea. Option II; 84 ea. Option III; and 84 ea. Option IV. CLIN 0004: Over and Above Work. CLIN 0005: Data Reports. Deliveries applicable to each CLIN are to be made at the rate of 7 each per month beginning 30 days ARO and Reparables. Ship To addresses will be provided when serviceable assets are ready to be shipped. Award may include options. No telephone request. Only written or faxed request received directly from the requestor are acceptable. Qualification Requirements do apply. ALL responsible sources may submit a bid, proposal, or quotation which shall be considered. ? NOTE 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis, will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NOTE 23: Award will be made only if the offeror, the product/service or the manufacturer meets qualification requirement at time of award, in accordance with FAR clause 52.209-1 or 52.209-2. The solicitation identifies the office where additional information can be obtained concerning qualification requirements and is cited in each individual solicitation. NOTE 26: Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
