- The Uniformed Services University of the Health Sciences (USUHS), Bethesda, Maryland, intends to negotiate on a sole source basis under the authority of FAR Part 13.106 (b), with Bioscan Inc., for Chameleon V multilabel microplate reader and MikroWin Upgrade. This item is being procured as a commercial item in accordance with the procedures of FAR Part 12-Acquisition of Commercial Items and FAR Part 13-Simplified Acquisition Procedures. The anticipated award will be a fixed price contract. The Chameleon V multilabel microplate reader is required, because it will be used to confirm and determine the protein expression in PTSD gene profiling experiment. Sole source determination is based on the chameleon V plate reader ideal for scintillation counting, luminescence and absorbance readings as well as for fluorescence, including fluorescence intensity, fluorescence polarization and time-resolved fluorometry. The Chameleon V uses two different photomultiplier detectors to ensure optimal counting performance for both filter-based fluorescence measurements and ultra-high sensitivity photon counting in lumniscence. Chameleon V uses 20 different excitation and 20 different emission filters, which can be stored in software for easy access to multiple wavelengths, assays, and users. Bioscan Inc. is the only source that provides the Chameleon V microplate reader The North American Industry Classification System (NAICS) code is 334516. This is not a request for quotes and a solicitation package will not be issued. However, responses received by March 8, 2007 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is within the discretion of the Government.
