- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Services (NMFS), Alaska Fisheries Science Center, Resource Assessment and Conservation Engineering (RACE) Division , on a sole source basis with the University of Washington's School of Aquatic and Fisheries Science's Fish Collection in accordance with the authority of 41 U. S. C. 253 (c)(1) only one responsible source. The Government intends to acquire services using FAR Part 15. The tasks required under this contract consist of, but not all inclusive of: (1) Location and storage of AFSC specimens must be within commuting distance of the AFSC at the NOAA Western Regional Center, Seattle, WA; to allow easy and frequent access by AFSC staff; (2) Transfer of all available fish eggs and larvae collected by the RACE Division, AFSC through 2000 to the UWFC during the base year of the contract. Additional collections from subsequent years will be made available for transfer if the options for additional years are exercised. All samples currently reside at the AFSC; (3) Transfer up to 1000 lots per year of adult fishes collected in RACE surveys to the UWFC. UWFC will transport specimens from AFSC to UWFC. Additional collections from subsequent years will be made available for transfer if the options for additional years are exercised. All samples currently reside at the AFSC; (4) Continue updating the UWFC specimen archival internet database to increase access speed and search efficiency for retrieval of information of AFSC specimens archived at UWFC; (5) Add and catalog lots of fish eggs, larvae and adult fishes in standard UWFC specimen catalog system and maintain the archived specimens and catalog system database; and (6) Provide from 1 to 3 students or staff per year to participate in AFSC fisheries surveys. Cost of travel (3 round trip fares to Dutch Harbor, AK and associated per diem) and additional labor such as overtime or hardship/weekend pay to participate on a cruise should be included. The Government intends to negotiate a firm fixed price contract with a base period of one (1) year and options for two (2) additional one-year periods. NAICS Code is 519120 with a size standard of $6.5 million. This notice represents the only official notice of this solicitation. See Numbered Note 22. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
