Description
NAICS Code: 541710 The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), National Risk Management Research Center (NRMRL), intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b), with Miami University of Ohio, for Fabrication and Testing of Surface Corona Discharge-Catalytic Reactor for Oxidative Treatment of Waste Gas Emissions from Pulp and Paper Industry. The current NAICS code is 541710. Based on the EPA's knowledge of technical support needed for the Statement of Work (SOW), the fact that Phase I of the initial requirement was completed by the Miami University's Paper Science and Engineering Department and the unique skill, experience and knowledge required for testing of this new advanced oxidation technology of the pulp and paper industry is dependent on this sole source. The background behind this EPA requirement is as follows: The U.S. Environmental Protection Agency (EPA) has a requirement to fabribate and test the application of a novel surface corona discharge ozone generator with a catalytic reactor for partial and deep oxidation of air emission streams, from Kraft pulp and paper mills. This requirement is intended to scale-up the new, patent-pending, oxidation technology and to test its performance at an existing pulping mill. Additionally, it is intended to assist with the transition of this technology from the laboratory to real world application, by building and testing a field-scale system. The EPA intends to demonstrate effectively an economical clean oxidation technology for removing pollutants in the waste gas streams of an integrated Kraft mill. Both deep oxidation of pollutants to innocuous compounds such as carbon dioxide and water and partial oxidation of waste gases to value-added compounds will be investigated. However, any firm believing itself capable of meeting the EPA's requirement may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 15 days of the posting of this notice. A determination not to compete the proposed requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
