Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The General Services Administration?s Federal Technology Service solicits your response to the attached RFQ. We invite you to submit a proposal for satisfying the requirements described in this RFQ. Please submit all required information before the specified closing date and in accordance with the instructions set forth in the RFQ. Vendors are encouraged to review the RFQ carefully and submit any questions and comments via email no later than 4:00PM, Eastern Time, on 03/07/2007 to both Rick.Yao@gsa.gov and Edward.Lew@gsa.gov. The responses to questions received will be issued shortly thereafter. Quotes shall be received NLT 03/09/2007, 5:00pm EDT via email by Rick.yao@gsa.gov. In order to be considered for award, offerors must be registered with IT Solution. Award will only be made through IT Solutions. The website is http://it-solutions.gsa.gov. If vendor registration assistance is needed, please contact the help desk at 877.243.2889. The installation and use of the MPCS has been directed by NAVAIR Headquarter. As a part of the NAVAIR refreshing effort in upgrading the MPCS used for prototyping, testing and producing of mission essential Fleet products, the Navy requires the HP Integrity Server (Itanium Based) as part of the upgrade that runs the HP OpenVMS Operating System (OS), a key software/business application that supports the MPCS. Market Research identified that MPCS can only be supported by the HP OpenVMS OS and cannot be supported by other OS. OpenVMS OS is proprietary to HP and is only supported on the Integrity Server (Itanium Based) that HP manufactures. No other company but HP makes Integrity Server. HP does not support OpenVMS on other manufacturer?s servers, and no other manufacturer of similar computer servers can support HP?s OpenVMS. NAVAIR has specified the HP Integrity Server because its technical performance characteristics best meet the Navy?s requirements. Award shall be made based on cost and non cost factors, price and delivery date. Price is more important than delivery date. Delivery: Specify best possible earliest delivery. Offerors are expected to examine this entire RFQ and complete all required attachments. Failure to do so will be considered non responsive and will not be considered for award.
