Description
The United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) - State of Washington is seeking quotes from qualified providers capable of Data Entry, Developing, and Documenting soils data from the Yakama Indian Reservation Soil Survey. Soil Survey database Development and Documentation include Official Series Descriptions (OSD), Taxonomic Unit Description (TUD) and Map unit Descriptions (MUD) and will be gleaned from hardcopy information provide to the contractor. Field investigations may be required to valid and/or confirm hardcopy information. The work will consist of Reviewing and updating approximately 60 Official series descriptions (OSDs) using the Pacific Northwest Soil Survey Region Manual Technical Guides and NSSH;. Editing and entering data and accompanying field notes into National Soil Information System (NASIS) using Citrix for NASIS software and ?Field Book for Describing and Sampling? for approximately 50 pedons; Developing physical and chemical data for approximately 60 soil components and entering data into National Soil Information System (NASIS) Datamapunit (DMU) component tables for approximately 60 unique components. All data entries must fully meet the requirements set by the National Cooperative Soil Survey (NCSS). Contract award shall be based on (75%) technical and (25%) price. Firms responding to this announcement will be evaluated on the following factors: 1) Professional qualifications for satisfactory performance of the required services; 2) Specialized experience and technical competence in the type of work required, i.e., experience with National Cooperative Soil Survey (NCSS) standards and procedures including experience in writing, reviewing, and editing Official Series Descriptions, classifying soils using Keys to Taxonomy, and developing soil properties using MO-1 NASIS Data Entry Spreadsheet; experience demonstrating a through knowledge of the National Soil Information System (NASIS), including experience in populating all tables in NASIS data mapunits (DMU) and validating the DMU?s for consistency and accuracy, working knowledge with Microsoft Access and Excel programs. 3) Capacity to accomplish the work in the required time.4) Past performance on contracts with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. This is a 100% small business set aside. The North American Industry Classification System (NAICS) Code is 541990. The business size standard for this code is $6.5 million. Offeror must be registered in the Central Contactors Registrati0n (CCR) database and meet complete Online Representation & Certification Application (ORCA) prior to award. The solicitation package (RFQ) will be issued within seven (7) days from the date of this notice
