Description
The Department of Veterans Affairs, Health Revenue Center, Topeka, KS intends to award a sole source contract for Telecom Training Services to Technology for Business (TFB) of Manhattan Beach California. The Government intends to award this contract IAW FAR 6.302-1 and 41 U.S.C. 253(C) (1). The DVA HRC presently operates several nationwide call centers with the primary mission to provide various support services to current and former veterans and their spouses. The DVA made award in September of 2005 to SDV Telecommunications of Grass Valley, California under competitive proposals received in response to the RFP for replacement of the existing PBX system and associated upgrades. TFB was a lower tier subcontractor responsible for the IVR under this contract. This action has been determined to be out of scope of the original contract. Technology for Business (TFB) implemented the VA HRC IVR as part of the implementation of the new telephony system at the Health Revenue Center (HRC) in Topeka, Kansas. The IVR system includes transcription and callback functionality as well as interfaces with existing HRC databases and VA web services. The VA HRC believes TFB to be the only source that can provide custom training to the HRC on functionality provided in the system, specific to the HRC?s system, which will also provide the HRC with a copy of all the specially developed ?special treatments? coding. TFB is the manufacturer (OEM) of the TFB IVR product in production at the HRC. Training will cover CTI server hardware/software, media server training, custom IVR development training (using and including the API toolkit from TFB), and Contact Director. This is not a request for competitive proposals; however, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to meet these requirements. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination to conduct a competitive procurement will be at the sole discretion of the Contracting Officer. Phone inquiries will not be accepted.
