Description
A sole source procurement is contemplated with Kistler Instrument Corporation, 75 John Glenn Drive, Amherst, NY 14228-2171. Kistler is the only known qualified source to perform this effort. AFRL/MNME desires to purchase 36 ballistic high pressure transducers, (18 ea Ballistic High Pressure Transducers ? 617 C and 18 ea Ballistic High Pressure Transducers ? 217 C.) These transducers will be used as part of an experiment with explosive systems. The pressure regime can cover from 500 psi to 100,000 psi with a duration from .5 to 5 milliseconds. The transducers that are presently used are piezoelectric crystalline quartz sensing elements with a high-impedence charge signal output. The instruments require low-noise cable with very high insulation resistance. A new test for penetrator survivability conducted at AFRL/MNME relies on key pieces of data derived from ballistic pressure. Market research indicates that Kistler is uniquely capable as Kistler ballistic pressure transducers have been used for years at AFRL/MNME. Specifically the 617 C and the 217 C have proven to be very reliable in the range of pressure measurement that is needed (30 ksi to 90 ksi). All of AFRL/MNME?S calibrations have been developed for this particular ballistic pressure transducer utilizing a Kistler calibrator. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested parties must submit a vendor quote within 15 days of publication to Air Force Research laboratory (AFRL/MNK), Attn: Judie Jacobson, 101 W. Eglin Blvd, Ste 337, Eglin AFB, FL 32542-6810. An Ombudsman has been appointed to address concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting points of contact identified above.
