Description
The Air Force District of Washington Acquisition Division, intends to award a sole source effort to Automated Vehicle Systems International, LLC (AUVSINT), a small business concern, for Unmanned Ground Target (UGT), Unmmaned Aerial Target (UAT) and Unmanned Surface Target (UST) vehicles to the Headquarters, United States Air Force (HQ USAF), Deputy Director for Counterproliferation, Directorate of Strategic Security, Deputy Chief of Staff, Operations, Plans and Requirements (A3SC). The primary objective is to provide services to simulate high speed moving targets in the air, land and sea. AUVSINT is unique as they have the resources in place to complete this requirement for Headquarters, United States Air Force (HQ USAF). This notice of intent is not a request for competition. This announcement is not a solicitation. Proposals are not being requested at this time. The Government intends to award a Time and Materials contract to AUVSINT. The Government intends to procure 150 units of Unmanned Ground Target (UGT), 15 units of Unmmaned Aerial Target (UAT) and 15 units of Unmanned Surface Target (UST) vehicles. The NAICS Code and the small business size standard for this award are 332710 and 500 employees, respectively. The contractor shall perform all the following tasks at a minimum for each unit: Unmanned Ground Target (UGT) requirements: The contractor shall provide UGTs that meets the following minimum characteristics: 1) Optionally remote (ground target can still be manually driven) 2) Capable of operating in conditions similar to conditions in the operational theater. (dirt roads, rough terrain) 3) Remote Start, shift, steer, brake accelerate, and camera. 4) Built in emergency shutdown procedures 5) Vehicle operators and training four hours per vehicle Unmanned Aerial Target (UAT) requirements: The contractor shall provide UATs that meets the following minimum characteristics: 1) Fully Autonomous 2) Auto Hover, take off and auto precision landing 3) ROVER compatable 4) Capable of roof landing 5) System includes two vehicles, ground control system, replacement parts and training Unmanned Surface Target (UST) requirements: The contractor shall provide USTs that meets the following minimum characteristics: 1) Optionally remote (surface target can still be manually driven) 2) Capable of operating in conditions similar to conditions in the operational theater. (water and sea state) 3) Remote Start, drive, steer, accelerate 4) Built in emergency shutdown procedures Support and additional equipment required for Unmanned Systems The contractor shall have the ability to supply operators and Ground control systems for the above equipment; 1) UGT a. Comes with four hours of operator/training per unit included with the price b. Ground Control Station sold separately 2) UAT a. Training parts kit and ground control station included 3) UST a. Comes with four hours of operator/training per unit included with the price(travel and per diem will be charged at current rate) b. Ground Control Station sold separately The award will be made on or about 15 Mar 07. This will be a Time & Materials contract. This is a Fiscal Year 2007 requirement and is subject to the availability of funds in accordance with FAR 52.232-18 Availability of Funds (Apr 1984). No telephone inquiries will be accepted.
