- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote, solicitation number W907KK 7038-0207. The USPFO for South Dakota located in Rapid City, South Dakota has a requirement for a contractor to establish and manage a training exercise to respond to a simulated terrorist attack. The exercise will be conducted in the Rapid City, SD area. Description of Exercise: Pennington County Training Exercise is a series of two full-scale exercises designed to evaluate the readiness of the 82nd WMD-CST in response to a simulated Terrorist Attack. The exercise will take place in the Rapid City, SD area. Date TBD: Exercise Planning Meeting 30-31 May 2007: Exercise 1 2 June 2007: Exercise 2 3 June 2007: AAR Contractor will provide; Design of the exercises to meet objectives set by the Exercise Design Team. The Exercise Design Team is composed of representatives from the 82nd WMD-CST, all of the emergency response agencies involved from Pennington County. Both exercises to be designed for a minimum of 14 hours of response activity. Control of the exercise flow, Safety oversight and exercise evaluation. Facilitation of an exercise Hot Wash and After Action Review (AAR). A written AAR delivered to the 82nd WMD-CST no later then 3 July 2007 Design, Construction, Installation and removal of a WMD Chemical or Biological Weapons Laboratory. Design, Construction, Installation and removal of a crashed WMD Chemical or Biological Aerial Dispersal Aircraft. Design and set up of the exercise scenes. Use of 50 Latex Decontamination mannequins. Development of a comprehensive Exercise Plan (EXPLAN). Development of exercise Control Staff Instructions (COSIN). Development of exercise Evaluation Plan (EVALPLAN). Development of exercise Participants Handbook. Development, printing and laminating of role player information tags. Shipping of equipment and mannequins to and from exercise location. Contractor will facilitate one exercise planning meeting to be held at a time and location to be determined by the 82nd WMD-CST. Exercise 1 - Rapid City, SD Area Facilities coordinated by the 82nd CST Will be a free flowing full scale exercise. Exercise will commence between 0600 30 May 2007 and 1800 31 May 2007 Number of participants: 25 Start time of exercise will be confidential until commencement of exercise Will involve response to a clandestine Chemical/Biological Weapons Lab Laboratory scene will include a fully functional weapons lab with the exception of any materials or products deemed illegal by the State of South Dakota, or the Federal Government. Contractor will utilize the following staff to accomplish the above; One Exercise Director, to facilitate planning meetings, designs the exercise, provide control of the exercise and evaluate the CST Command Unit during the exercise. One Senior Observer, Controller, Trainer (OCT) to design the exercise scene, supervise the OCTs, provide safety over-site and evaluate the CST Operations and Communications units during the exercise. Four Observer, Controller, Trainers (OCTs) to provide safety over-site and evaluate the 1. CST Med/Science Unit. 2. CST Survey Unit. 3. CST Decontamination Unit. 4. Role Play local Government Agencies One Logistics Specialist to support CT2 Staff Exercise 2 Rapid City, SD Area Will be a free flowing full scale exercise. Facilities coordinated by the 82nd CST Number of participants: approximately 300 including local Police Department, Fire Department and Hospital. Exercise will commence 0900 2 June 2007 Will involve response to an attack against a High School using a crashed remotely operated Ae rial Chemical/Biological dispersal device. Exercise scene will include a fully functional Aerial Chemical/Biological dispersal device with the exception of any chemicals or products deemed illegal by the State of South Dakota, or the Federal Government. Will include the deployment of 50 Latex Decontamination Mannequins as non-ambulatory victims. Will involve management and coordination of 50 live role players Will involve the moulage of an adequate number of role players to meet the needs of the exercise scenario. Contractor will utilize the following staff to accomplish the above; 1 Exercise Director, to facilitate planning meetings, designs the exercise, provides control of the exercise and evaluates the CST Command Unit during the exercise. One Senior Observer, Controller, Trainer (OCT) to design the exercise scene, supervise the OCTs, provide safety over-site and evaluate the CST Operations and Communications units during the exercise. Four Observer, Controller, Trainers (OCTs) to provide safety over-site and evaluate the 1. CST Med/Science Local Govt. EMS and Hazardous Materials (Hazmat) Technical reference teams, 2. CST Survey and Local Govt. Hazmat Entry Teams. 3. CST and Local Govt. Decontamination Units. 4. Rapid City EOC or Hospital during the exercise. One Logistics Specialist to support Contractor Staff. This notice incorporates provisions and clauses in effect through the Federal Acquisition Circular 2005-15.
