Description
The Fleet and Industrial Supply Center Norfolk, Contracting Department, Philadelphia Office intends to solicit on an other than full and open competition basis a requirement for the U.S. Joint Forces Command in support of an ISR focused experiment, Empire Challenge 07. Specifically, it is intended to procure unmanned aerial vehicle (UAV) flight support services to include planning coordination and engineering integration of individual UAV system's command and control interfaces and sensor product signals. Empire Challenge will focus on the implications of integrating the data from a disparate mix of UAVs (and UAV surrogates), sensor types, and ISR dissemination capabilities to explore potential improvements for joint warfighting. The services to be provided will include technical integration, experimentation and flight support services. This procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with Boeing Company/Insitu Group, Seattle, WA; BAE Systems, Washington, D.C. and Shotspotter, Inc., Mountain View, CA. Each of these firms is the original equipment manufacturer (OEM) and the only source with the requisite expertise, technical data and qualified personnel of the UAVs and sensors specified below which will be required to plan and execute the series of experiments. The Boeing Company/Insitu Group is the OEM for the Scan Eagle UAV; BAE Systems is the OEM for Talon Radiance hyperspectral imagery sensor; Shotspotter is the OEM for the Shotspotter gun/mortar acoustic detection system. Contractor support will be required during the period from 17 April 2007 through 31 July 2007. Interested persons may identify their interest and capability to respond to this requirement. This notice of intent is not a request for proposals. However, the Government will consider information received within forty-five days after the date of publication of this synopsis. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The NAICS code is 541330 and the small business size standard is $25,000,000.00. Numbered notes 22 and 26 apply.
