Description
On behalf of the United States Marine Corps (MARCORSYSCOM), this is notification of intent to solicit for the HAHO PNS (High Altitude High Opening Parachutist Navigational System). This announcement is not a solicitation and no solicitation for the HAHO PNS exists at this time. Proposals are not being requested at this time. The Government intends to award at least one FFP, IDIQ contract to the offeror(s) that represent the "Best Value" to the Government. The Government intends to procure at least 605 (ea) HAHO PNS SYSTEMS. The Government anticipates issuing a combined synopsis / solicitation prior to 30 April 07. All future information regarding this procurement will be posted to NECO and FedBizOpps. HAHO Parachutist Navigation System Synopsis: Marine Corps Systems Command, the procurement organization for the United States Marine Corps located in Quantico, Virginia, intends to issue a competitive solicitation for the HAHO Parachutist Navigation System (HAHO-PNS). The government reserves the right to cancel this solicitation, either before or after the closing date. The contractor shall perform all tasks required and delineated in the SOW; produce, manufacture, prepare associated documentation, provide logistic support, provide technical support, provide training, develop technical manuals and deliver a quantity of approximately 605 HAHO-PNS systems. Procurement will include life cycle and logistics maintenance support, new equipment training, and a training package for approval by the USMC Training & Education Command. The HAHO-PNS system will possess the following characteristics: The HAHO-PNS will not interfere with operation of the Multi Mission Parachute System (MMPS); the HAHO-PNS will be compatible with t he electromagnetic environment in which it will operate; the HAHO-PNS will accept input from the mission planning software used in the Joint Precision Air Drop System (JPADS); the HAHO-PNS will remain fully functional from HAHO insert altitudes of 25,000 feet Mean Sea Level (MSL); the HAHO-PNS will operate over a temperature range from 40 F to 120F and withstand the thermal shock associated with exiting the aircraft at 25,000 feet MSL; the HAHO-PNS will withstand storage temperatures ranging from 0 F to 140 F; the HAHO-PNS will withstand the shock and vibrations experienced during operations and non-operational transportation; the HAHO-PNS will be resistant to corrosion, mildew, rain, moisture, sand and dust; the HAHO-PNS will have a display capable of mounting to both the Gentex Flier Goggles and the Gentex Blast Shield and the operator for the HAHO-PNS will be able to read the display in zero percent illumination, as well as full overhead sun conditions; the HAHO-PNS will display required mission data and this data must include azimuth, alt itude, ground speed, GPS status, and distance to the selected landing zone with a level of accuracy equal to or greater than the Defense Advanced Global Positioning System Receiver (DAGR). The battery source for the HAHO-PNS will be commercially available and have a minimum operating time of three and one half hours. The HAHO-PNS Global Positioning System (GPS) receiver module and antennae will be Selective Availability/Anti-Spoofing Module (SAASM) compliant. The HAHO-PNS will have the ability to completely expunge all information in the event of compromise. The mission data upload/download device must have the ability to receive mission planning data from a hardwire connection (laptop/notebook). The HAHO-PNS will weigh less than 2.0 lbs (Threshold), 0.5 lbs. The HAHO-PNS will be compatible and interoperable with the Parachutist Individual Equipment Kit (PIEK). The HAHO-PNS will be capable of logging individual non- encrypted missions for after action review. The HAHO-P NS will have an embedded electronic compass and altimeter for back-up dead reckoning capability. The electronic compass will be accurate to within 5 degrees and the electronic altimeter will be accurate to within 150 feet. The proposed contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) contract. The RFP shall allow the Government to award one Indefinite Delivery Indefinite Quantity (IDIQ) contract to an offeror that, as a result of evaluation of proposals against RFP evaluation criteria, appears most capable of providing the best value to the Government. The minimum quantity of 12 HAHO-PNS systems under the initial IDIQ order shall be delivered to the Government for performance testing. Based on the results of this testing, the Government will have the option to issue an order or multiple orders under the IDIQ contracts for production of the remaining HAHO-PNS systems. Award will be made on the basis of the following factors: technical performance, delivery schedule, price, and past performance. Offerors shall be required to submit (as a minimum) a technical, management, cost and past performance proposals that addresses the capability to produce HA HO-PNS systems at the specified quantity, meeting the required performance specifications and quality standards, within the required delivery schedule. The technical proposal shall include test (preferred from a Government test site) or analytical data supporting the offeror?s ability to meet performance requirements. The notional draft schedule for the competitive HAHO-PNS system acquisition is as follows: Draft RFP release March 2007, RFP release April 2007, Receipt of proposals May 07, Award of IDIQ contract June 07.
