- Description
- The Department of Defense (DoD), TRICARE Management Activity (TMA) issued a solicitation (RFP) on March 1, 2007 for a follow-on contract for the TRICARE Retiree Dental Program (TRDP), currently performed by Delta Dental of California. The TRDP provides for a voluntary, enrollee-funded, group indemnity dental care insurance plan for retired members of the uniformed services and certain family members. The RFP identifies those TRDP dental insurance benefits and administrative services required by the Government. These required administrative services include, but are not limited to, underwriting, marketing, eligibility verification and enrollment, premium collection, provider credentialing, development and maintenance of a preferred provider network in specified geographic areas, claim adjudication and payment, customer services, and the processing of appeals and grievances. The RFP includes certain changes to the current TRDP Enhanced program benefits. These changes include an increase to the lifetime Orthodontic Benefit from $1200 to $1500 and the addition of both an Implant and a Posterior Composites Benefit. It also includes the anticipated requirement for an expansion of the TRDP Enhanced Program to all remaining overseas locations once approval of a necessary revision to CFR 32CFR199.22 is obtained. The period of performance under this contract is anticipated to be five (5) years, ten (10) months. Date of award is estimated to be August 8, 2007. The contract will be comprised of an anticipated ten month transition/phase-in period (November 1, 2007 - August 31, 2008), followed by five one-year option periods (September 1 through August 31) for the performance of TRDP dental services. During the evaluation process of this procurement, all option periods will be evaluated for purposes of determining a fair and reasonable price. All interested sources capable of performing this service will be considered. The Government contemplates award of a fixed-price, requirements contract resulting from this solicitation. The date specified for receipt of proposals is May 1, 2007 and offers must be valid for 180 days from the submittal date. Federal Acquisition Regulation (FAR) Part 15 will be used for this acquisition. All responsible sources may submit a proposal which will be considered for award. The requirement is unrestricted. In accordance with FAR 5.102 (a) (1), the solicitation is available electronically on the TMA contracting website. Offerors are encouraged to submit written questions concerning the requirements of this Request for Proposals (RFP) at least 45 days prior to the date for receipt of proposals. TMA does not currently intend to hold a pre-proposal conference; however, should TMA decide to hold one, those potential offerors who have registered on the TMA website will be notified.
