- Electronic procedure will be used for this solicitation. The ATARS II effort is currently undergoing a competitive source selection. The proposed contract action identified here within this notice is for extension of the current ATARS effort. The Government intends to solicit and negotiate with only one source, the incumbent, Lockheed Martin Corporation, Simulation, Training & Support, under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement within 15 days of publication of this notice. This notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement under the circumstances. A final determination by the Government not to compete this proposed contract action will be based upon review of the information provided by interested sources in response to this notice and is solely within the discretion of the Government. ATARS Extension Synopsis NAICS Code: 336413 This is an additional six month extension to the existing contract with an option of six additional months should there be any unforeseen delay in awarding the competitive follow-on contract. The ATARS program sustains and supports mission qualification training and rehearsal system hardware, software and courseware (including instructors) for schoolhouse training. The proposed award date for this effort is approximately 1 April 07. The ATARS contract will provide simulator availability and database capability to support Program Flying Training (PFT), Mission Rehearsal/Exercises at the 19 SOS, 58 TRS, 193 SOW. Current and future training devices and supporting components will be integrated, maintained, modified and replaced to obtain concurrency with the aircraft or system and in accordance with operational using command requirements. The contract will provide Contractor Logistics Support, engineering support through a Training Systems Support Center, and the modification and maintenance of hardware, software, facilities and courseware. Academic instruction, instructional development, database maintenance/generation and configuration management will be achieved using the latest technology and innovation. The ATARS Program currently supports the following trainers: * AC-130 Training Variants including: CDU Trainer, Weapons System Trainers, Crew Station Trainers, Battle Management Center * MC-130 Training Variants including: Weapon System Trainers, Load Master Part Task Trainer * HH-60 Training Variants including: Operational Flight Trainer, Weapon System Trainer * Aerial Gunner and Scanner Simulator (AGSS) * MH-53 Training Variants including: Weapons System Trainers, Helicopter Procedural Trainer * CV-22 Training Variants including: Weapon System Trainers, Operational Flight Trainers * Visual Threat Recognition Avoidance Trainer (VTRAT) * UH-1N Reconfigurable Operational Flight Trainer The approximate issue/response date will be 16 Mar 07.
