Description
REQUEST FOR INFORMATION (RFI) Requesting Organization: Bagram Regional Contracting Center (RCC), Afghanistan. Bagram RCC requests information from firms that can provide engineering, craftsmen and draftsmen capabilities in Afghanistan. Below is information on the types of skill sets and type of work to be performed. Please respond by 9 March 2007 with information on your firm?s capabilities to supply personnel with the below qualifications/certifications and a rough timeline of how quickly personnel could be in place at Bagram Air Field. A rough order of magnitude (ROM) cost estimate is desirable. Responses are voluntary: the Government shall not pay for any information provided in response to this RFI. No contract for services described in this RFI is expected. Send responses to: thomas.d.ficklin@baf.afgn.army.mil Place of Performance: Bagram Air Field, Afghanistan 1. Requirements: All staff shall be professionally licensed or certified in their field, with minimum 10 years experience, OR minimum 15 years demonstrable experience. 1.1 Engineering: Construction engineers/project managers, 1 EA: General Engineer (manager), Electrical, Civil/Structural, Mechanical. 1.2 Master Planning: 1 General Engineer or Master Planner 1.3 Technical Inspection: Craftsmen with experience managing contract construction in the field: a. Pavements/Equipment Operators: 2 EA b. Electricians: 2 EA c. HVAC Techs 1 EA d. Plumbers 1 EA e. Structural/steel worker 2 EA 1.4 Surveying/Drafting: 3 EA construction surveyors/draftsmen 2. Tasks: Intent is for contractor to provide a complete cradle-to-grave construction engineering and project management staff. All staff shall be fully competent in their own field and capable of providing basic support in others. 2.1 Master Planning: Oversee Master Plan for base, ensure project development complies with stated goals, update plan as situation/missions change. 2.2 Project Development: Take basic project ideas from customers, scope needs vs. wants, develop concept plan with initial cost estimate and recommended execution avenue, prepare pre-design package ready to hand to engineer. 2.3 Project Design: Prepare all elements of design for contract execution: plans, specifications, cost estimate, contractor evaluation factors. Work with customer and resource management to secure funds, and assist contracting office to solicit, evaluate proposals, and award. Document all stages of design and construction. 2.4 Manage Construction: a. Engineering: Provide technical interpretation of plans as needed, provide design/costing as needed for modifications, participate in pre-final and final inspections. b. Inspection: Ensure contractors are complying with plans and specifications, correct contractor discrepancies either on the spot or through assistance of the contracting office, track project completion status and funds obligations, document project inspections and status for the record, inspect and accept final product, oversee warranty program. 2.5 Surveying/Drafting: Provide technical survey to design engineers and construction management using on-hand equipment (survey-grade GPS and Total Station). Provide drafting support as needed to engineers and technicians. 3. Additional Services: Provide hands-on engineering and technical training to local personnel, through formal sessions and informal on-the-job guidance. Intent is for engineers to work with in-house engineering staff and contractor engineers, technicians to work with contractor craftsmen. Goal is to develop capabilities of local personnel to assume greater levels of responsibility in project design and construction. This service may require 1 or more additional full-time staff dedicated to lesson planning and program oversight.
