- The United States Department of Defense (DOD) Program Manger Mobile Electric Power (PM-MEP) is seeking sources capable of providing the Program Management Office (PMO) with a Performance Based Logistics (PBL) feasibility Business Case Analysis (BCA) and support recommendation for system level support of the 60K BTU Improved Environmental Control Unit (IECU). The BCA will identify relative cost vs. benefits of alternative support strategies, the impact and value of Performance/Cost/Schedule/Sustainmen t trade-offs, and data required to support and justify the identified strategy, including recommended performance measurement metrics. The objective is to present a well documented analysis incorporating currently fielded like-system historical data, detai ling considered support alternatives, the methodology used to derive the best value support solution, and other relevant details specific to the process. The 60K BTU IECU is a compact, rugged unit weighing approximately 500lbs. It is designed for the tactical military environment and will be able to provide supplemental heating capability. It will operate in a wide range of temperature extremes. The IECU wi ll provide dehumidified and cooled air to sensitive electronic equipment without adversely disrupting electrical power. The unit requires unique refrigeration circuits and controls to allow low-ambient cooling operation. The unit also requires protective c ircuits to prevent damage during periods of extreme conditions and to prevent damage in case of faulty conditions. The unit utilizes non-ozone depleting refrigerant. All responsible sources capable of providing such a service are requested to submit a capabilities statement. The capabilities statement should identify an overview of the approach to construct a PBL feasibility BCA, qualifications, and experience relevant to this effort. Respondents are asked to limit their submission to no more than 15 pages. This notice is not a Request for Proposal and the Government does not intend to pay for information submitted. Respondents will not be notified of the results of the evaluation of the information they provide. No contract award will be made on the basis of responses received; however, the information will be used in PM-MEPs assessment of capable sources. It is desirable that data be received with unlimited rights to the Government. However, we recognize that proprietary data may be included with the information provided. If so, clearly mark such proprietary information and clearly separate it from the unrestricted information as an addendum. Responses should be submit ted by 4:00 p.m. on March 16, 2007.
