This is a SPECIAL NOTICE for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATIONS OR BIDS. Each interested party shall request via email the Commissioning Agent PDF file from linda.evans@uasce.army.mil. Responses are due no later than 4:30 p.m. eastern standard time 19 March 2007. This is a Sources Sought Notice/Draft Request for Proposal is for informational purposes only. This is not a request for proposal, quotations or bids. The U. S. Army Corps of Engineers, Baltimore District requests comments concerning its proposed plan for commissioning agent for the National Geospatial Intelligence Agency New Campus East and other Corps locations. The government will consider these comm ents and plan to issue a formal solicitation in April. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. The Government reserves the right to conduct interviews. After review of the r esponses to this announcement, if the Government still plans to proceed with the acquisition, and after approval, a solicitation announcement will be published in the Federal Business Opportunity for the respective projects. The Government intends to awar d one (1) contract. The contract will be selected based on Small Business Set Aside NAICS code 541330. NO SOLICITATION IS CURRENTLY AVAILABLE. All interested offerors will have the opportunity to respond to the solicitation announcements at a later time . This notice is to assist the Baltimore District, Corps of Engineers in determining potential sources and to obtain industry comment on a proposed draft Request for Proposal. This sources sought is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited. Point of Contact comments to be sent to by hard copy to U. S. Army Corps of Engineers, Attn: Linda M. Evans, 10 S. Howard Street, Suite 7000, Baltimore, MD 21201-1715 no later than 4:30 pm easter n standard time March 19, 2007. NO APPOINTMENTS OR TELEPHONE CALLS WILL BE ACCEPTED. GENERAL PROPOSAL INFORMATION: The Governments intent is to award an Indefinite Delivery Indefinite Quantity Contract for building systems commissioning. The Commissioning Service Contract (CSC) awarded under this solicitation will be for various commiss ioning services in primary support of the US Army Corps of Engineers Baltimore District (USACE) involvement with the new National Geospatial Intelligence Agency Campus East. This contract may also be used to support US Army Corps of Engineers Baltimore Dis trict (USACE) and its customers located within the USACE North Atlantic Region boundaries and assigned mission areas. The contract awarded will include firm-fixed price features for a wide range of commissioning services. This contract will be acquired by means of a Request for Proposal (RFP), evaluated using the best value approach. The award will be made to the Offeror whose proposal is considered most advantageous to the Government, costs and other factors considered. The technical proposals will be adjectively evaluated. The cost proposals will be subjectively evaluated. Award will be based on the proposal which may include Best and Final Offers from those offerors in the competitive range. Experience Matrix/Narrative: This information serves to insure the offerors have a high level of experience prior to being further evaluated. The offeror shall request the Commissioning Agent pdf file and complete and return the information to Linda M. Evans no later than 19 March 2007. The matrix shall show if the specific task has been performed by the offeror/ team. The offeror shall design ate in the matrix whether the experience is the Primes, the team consultants or both. The offeror shall submit their social ecomimc status and briefly describe relevant experience in the following areas. Indicate if experience is the Primes or the team members . If its the team members experience, indicate which team member. Response shall be limited to 5 pages. 1. Experience as Commissioning Agent 2. O&M experience 3. Energy efficient equipment design and control strategy optimization 4. Project and construction management 5. System design 6. System troubleshooting 7. Experience in environmental sustainable design 8. Knowledge and experience in fire protection and life safety systems This sources sought announcement is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited.
