Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. The Navy has a requirement for various sizes of wood lined, steel small arms storage facilities, freight and various modifications, such as additional doors and walls, etc. A common size is 20L? x 10W? x10H?. The armories will be manufactured in accordance with NAVSURFWARCENDIV Crane Specifications (attachment 1). Contractors must be registered with the Central Contractor Registration database and must be certified under the Joint Certification Program in order to receive the technical package. The armories shall be manufactured of at least ? ?carbon steel, and wood-lined with at least 2 inches of hardwood. The armories are to be constructed in accordance with Bureau of Alcohol, Tobacco and Firearms Regulation ( 27 CRF part 55) for Type I and Type II bullet resistant containers with modifications to meet U.S. Navy AA&E physical security requirements ( OPNAVINST 5530.13), U.S. Navy safety requirements (OP5), and other requirements as outlined in the specification. The c ontract will be a five year indefinite delivery, indefinite quantity contract with a minimum of $36,000 and a maximum of $49.9 million. A firm fixed-price contract is anticipated. Delivery shall be F.O.B. Destination, with inspection and acceptance at the contractor?s facility. Armories are shipped f.o.b. destination to varying locations to be determined at the time of delivery order placement. Required delivery for the minimum will be approximately 10 weeks after receipt of order. Numbered Note 26 applies. All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. The solic itation is expected to be posted on or about 7 April on the NSWC Crane website at http://www.crane.navy.mil/acquisition/synopcom.htm; no hard copies of the solicitation will be mailed.
