Description
This is a sources sought notice to assist NIST in completing market research for a future procurement. No solicitation is currently available, and no unsolicited proposals will be entertained as a result of this sources sought notice. The Hollings Manufacturing Extension Partnership (MEP) program at the U.S. Department of Commerce?s National Institute of Standards and Technology (NIST) in Gaithersburg, MD is a nationwide network of resources transforming manufacturers to compete globally, supporting greater supply chain integration, and providing access to technology for improved productivity. MEP Centers work directly with area manufacturers to provide expertise and services tailored to their most critical needs, which range from process improvements and worker training to business practices and applications of new technology. Solutions are offered through a combination of direct assistance from Center staff and outside consultants. The MEP system of Centers and field offices in all fifty states and Puerto Rico is funded by federal, state, local and private resources to provide these services to manufacturers. The centers provide a mechanism to integrate federal and state public policy goals, responding to market forces and addressing the needs of individual manufacturers. To make the most of this partnership, NIST MEP strives to balance the priorities of U.S. national policy with those of state partners to create a robust and effective program providing U.S. manufacturers with the tools they need to grow and remain globally competitive. Given the unique nature of the MEP network, success depends on the understanding and alignment of state policy goals and objectives with national policy to create a partnership that leverages the strength of each entity. NIST MEP seeks information on potential sources with experience and current expertise in the following areas: professional relationships with state science and technology and economic development agencies and leadership in most or all 50 states; understanding of current trends in state science and technology and economic development policy; familiarity with current trends in state science and technology agencies and economic development research, development, and investments to promote technology transfer and economic growth; understanding of state and local agency priorities as they support technology-based economic development; familiarity with NIST MEP?s ?next generation? strategy (dated 3/6/06) with its increased focus on innovation and technology diffusion; and knowledge of manufacturing extension programs and their relationships to state science and technology and economic development priorities.
