Description
The 20th Contracting Squadron, Shaw AFB, S.C. is requesting a quote on the following item: Provide labor, travel and equipment in accordance with (IAW) attached Statement of Objectives (SOO) for a service contract for 1 each Unmanned Aerial System (UAS) Demonstration. The solicitation number for this procurement is FA4803-07-Q-A142 and is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-12, Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20060808 and Air Force Acquisition Circular (AFAC) 2006-0515. For informational purposes the North American Industry Classification System code is 336411. The basis on which award will be made will be price and technically acceptable. This requirement is set a-side 100% for Small Businesses. Facsimile and electronic mail Proposals will be accepted. Quote shall also contain all other documentation specified herein. Offerors shall include a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. Period of Acceptance for Offerors: The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers. The following FAR provisions also apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items. The RFQ should be submitted and shall contain the following information: RFQ number, time specified for receipt of offers, name, address, telephone number of offeror, terms of the expressed warranty, price, any discount terms and acknowledgement of all solicitation amendments (if applicable). Evaluation/Award: IAW FAR 52.212-2, Evaluation-Commercial Items, the Government will award a purchase order resulting from this solicitation once an evaluation has been accomplished. ATTACHED STATEMENT OF OBJECTIVES: Services Contract for Area Command and Control (C2) UAS SHAW AIR FORCE BASE, SOUTH CAROLINA 1. DESCRIPTION OF SERVICES: Services in support of U.S. Central Command Air Forces by accomplishing a demonstration of an airborne Command and Control (C2) payload via an Unmanned Aerial System (UAS). This Area C2 UAS will provide Line of Sight (LOS) communications from the aircraft while the payload is controlled and voice data is transmitted from Beyond Line of Sight (BLOS). Contractor will support air/ground operations at the Avon Park Air Ground Training Complex (AAGTC), FL. 2. PERIOD OF PERFORMANCE: 14-27 Apr 07. 3. Unmanned Aerial System (UAS) QUALIFICATIONS/SPECIFICATIONS: ? UAS able to accomplish preprogrammed flight profiles ? Ability to conduct autonomous flight to include takeoff and landing ? Capable of flying the C2 payload ? Able to continuously monitor UAS location and aircraft information ? Able to make real time changes/updates to preprogrammed flight profile ? UAS able to provide 24+ hours of endurance with dash speeds in excess of 200 KIAS ? Able to provide command and control of UAS via LOS and BLOS datalinks ? Participants: Minimum ? SECRET security clearance 4. Area Command and Control (C2) Payload QUALIFICATIONS/SPECIFICATIONS: ? Two (2) C2 payloads (one will fly in the UAS and the other serves as a surrogate airborne C2 payload, though it remains on the ground) ? Each payload consists of four (4) Single Channel Ground Airborne Radio System (SINCGARS) VHF/FM encrypted radios ? All radios capable of providing bidirectional radio communications within LOS of the payload ? Each C2 payload will digitize radio transmissions for export over a BLOS datalink ? Payload will be controllable from a BLOS ground station (this includes remotely controlling the radios as well as being able to transmit over the radios and monitoring of the radios) ? Payload is controlled remotely via the BLOS datalink ? BLOS datalink provides connectivity between C2 payload and a remote ground station 5. Ground Station QUALIFICATIONS/SPECIFICATIONS: ? Single ground station will be able to control multiple C2 payloads remotely via a BLOS datalink ? Able to monitor transmissions from all four VHF/FM radios within the payload simultaneously ? Able to transmit over any one of the four radios ? Able to cycle to the next days crypto and change frequencies of radios 6. WORK DAYS/HOURS: In-Brief, 14 Apr 07 ? 3 hours (AAGTC Auditorium) Flight Operations, 16-19 Apr 07 ? 6 hours (AAGTC North Tactical Range) Total = 24hrs Operations Brief, 16-19 Apr 07 ? 0.5 hours (AAGTC Auditorium) Out-Brief, 20 Apr 07 ? 2 hours (AAGTC Auditorium) 7. SECURITY REQUIREMENTS FOR UNCLASSIFIED CONTRACTS a. Pass And Identification Items. USCENTAF/FM shall ensure the pass and identification items required for contract performance are obtained for contractor and non-government owned vehicles. b. Retrieving Identification Media. USCENTAF/FM shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires; e.g. terminated for cause, retirement, etc. c. Traffic Laws. The contractor and its employees shall comply with base traffic regulations. d. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately owned vehicle while on U.S. Military installations. e. For Official Use Only (FOUO). The contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material. f. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DOD personnel, contractor personnel, resources, and classified or unclassified defense information. The USCENTAF Comptroller, USCENTAF Budget Officer or designee upon initial on-base assignment, shall brief contractor employees. g. Physical Security. The contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured. h. Controlled/Restricted Areas. (IF APPLICABLE) The contractor shall implement local base procedures for entry to Air Force controlled/restricted areas where contractor personnel will work. An AF Form 2586, Unescorted Entry Authorization Certificate, must be completed and signed by the sponsoring agencies Security Manager before a Restricted Area Badge will be issued. Contractor employees must have a completed National Agency Check (NAC) investigation before receiving a Restricted Area Badge. i. Contractors must hold a minimum of SECRET security clearance 8. MATERIALS AND EQUIPMENT: The contractor will provide all necessary equipment, supplies and materials mutually agreed to fulfill the requirements of this contract. 9. DEMONSTRATION: Government will simulate a scenario where multiple ground troops are beyond standard radio communication distance and thereby isolated from each other. Contractor will provide an Area C2 UAS that is able to ?see? both ground troops due to the expanded coverage its altitude provides. a. The contractor will execute an airborne C2 demonstration between 16-20 April at Avon Park, Florida. The contractor is responsible for ensuring the entire system is integrated and able to comply with paragraph 3, 4, and 5 above. b. The contractor will provide two C2 payloads. During the demonstration, the contractor will fly a C2 payload on the UAS and another C2 payload will be ground based simulating that it is airborne. c. Government will simulate scenarios where ground troops within LOS of the C2 payloads require the ground station to intervene and pass critical information. d. The ground station will remotely monitor communications within LOS of the C2 payload through the BLOS datalink. The ground station will intervene as required to pass information to ground troops. When required the ground station will demonstrate the ability to change channels/frequencies and cycle to the next days COMSEC. 10. SPECIFIC TASKS: Provide operational support for Atlantic Strike V, 14-20 Apr 07. a. Participate in the 0900-1200 AAGTC In-Brief, 14 Apr 07. Provide UAS system capabilities brief. b. Support UCENTAF with three 4 hour operational periods, in accordance with the qualifications stated in paragraph 3, 4, and 5 at the AAGTC NTAC range, 16-19 Apr 07. c. Participate in 0900-0930 AAGTC Operations Brief, 16-19 Apr 07. d. Participate in the 1000-1200 AAGTC Out-Brief, 20 Apr 07. e. Provide written inputs for the After Action Report NLT 27 Apr 07. 11. TERMINATION: Contract may be terminated in accordance with the termination clauses contained within the contract. 12.
