Combination Synopsis/Solicitation Solicitation Number: W9124R-07-T-1038 Technical Questions: 08 March 2007, 10:00AM MST Response Date: 19 March 2007, 12:00 Noon MST This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items and Part 13.5 Test Program for Certain Commercial Items, as supplemente d with additional information included in this notice. This announcement constitutes the only solicitation. Request for Quotations (RFQ) are being requested and a written solicitation will not be issued. The solicitation document and incorporated provision s and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-15 dated 12 Feb 2007 and Defense Federal Acquisition Regulation Supplement (DFARs), 1998 edition, current to DCN 20070122. This acquisition is a 100% Small Business Set-Aside . The North American Industry Classification System (NAICS) is 541330 with a size standard of $4.5M. All prospective offerors must be actively registered in the Central Contractor Registration. Offerors may register online at https://www.bpn.gov/CCR/script s/index.html. The contract will include a one-year base period and (2) one-year option periods. Start date for the contract is 01 April 2007. The government proposes to solicit quotes for the following Contract Line Item Numbers (CLINs): CLIN 0001, Quantity: 12, Unit of Issue: Months, Description: Principal Engineering Support for GPS Integration and Navigation Services, CLIN 0002, Not to Exceed (NTE), Quantity: 11,022, Unit of Issue: Each, Description: Additional Support for GPS Integration and Navigation Services, Ven dor shall submit proposed labor rates for the following: Principal Engineer, est. 3,443 hours, Engineer/Analyst, est. 2,926 hours, Senior Technician, est. 2,068 hours, Technician, est. 1,551 hours, Administrative Assistant, est. 1,034 hours. Personnel and hours are estimates and will be used for evaluation purposes only. CLIN 0003, NTE, Quantity 1, Unit of Issue: Lot, Description: Travel and Materials. All travel shall be conducted and charged IAW Joint Travel Regulations, estimated cost $30,000.00. Contrac tor shall submit material handling fee for material cost, if any, estimated cost $90,000.00. The deadline for technical questions is 08 March 2007, 10:00AM MST. The Government intends to award a service contract to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government based on technical capability, past performance and price. Offers that fail to furnish required representations or technical information as required by FAR Clause 52.212-1 cited below or reject the terms and conditions of this solicitation may be excluded from consideration. FAR 52.212-2 Evaluation Commercial Items (Jan 1999), Award will be made on a best value basis and the Government reserves the right to award to other tha n the low offeror. FAR 52.212-2 is completed as follows: i) Technical Capability, ii) Past Performance, and iii) Price. Technical Capability and Past Performance are significantly more important than price. Proposals with unreasonable prices will not be co nsidered for technical evaluations. Price will then be evaluated for offerors whose technical proposals and past performance have been determined acceptable. Unreasonable prices or a history of poor performance can make the most meritorious technical prop osal not the best value. Offerors shall include in their proposal, past performance information on at least three other contracts in which they provided same or similar services. Past performance information shall include the following: 1) Contract Number, 2) Company/Agency Name and Address, 3) Point of Contact (Name) with Phone Number and Email Address and 4) Brief Synopsis of project to include price. ACCOUNTING FOR CONTRACT SERVICES The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report ALL contractor manpower (including subcontractor manpower) required for performance of this contract. The contractor is required to completely fill in all the information in the format using the following web address: http s://contractormanpower.army.pentagon.mil.The required information includes:(1) Contracting Office, Contracting Officer, Contracting Officers Technical Representative;(2) Contract number, including task and delivery order number;(3) Beginning and ending da tes covered by reporting period;(4) Contractor name, address, phone number, e-mail address, identity of contractor employee entering data;(5) Estimated direct labor hours (including subcontractors); (6) Estimated direct labor hours paid this reporting peri od (including subcontractors);(7) Total payments (including subcontractors);(8) Predominant Federal service Code (FSC) reflecting services provided by contractor (and separate predominate FSC for each subcontractor if different);(9) Estimated data collecti on cost; (10) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the contractor with its UIC for the purposes of reporting this information);(11) Locations where contractor and sub-contractors perform work (specified by zip code in the United states and nearest city, country, when in an overseas location, using standardized nomenclature provided on website);(12) Presence of deployment or contingenc y contract language; and(13) Number of contractor and sub-contractor employees deployed in theater this reporting period (by country).As part of its submission, the contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the period of performance not to exceed 12 months ending September 30 of each government fiscal year and must b e reported by 31 October of each calendar year. Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a contractors systems to the secure website without the need for separate data entries for each required data element at the web site. The specific formats for the XML direct transfer may be downloaded from the website.
