Description
This is a SOURCES SOUGHT ANNOUNCEMENT to be used for Market Analysis only to determine whether a minimum of 3 highly qualified A-E firms capable of performing all of the stated types of A-E services, exists within the small business community. ONLY SMALL BUSINESS FIRMS SHOULD RESPOND TO THIS ANNOUNCEMENT. NO SOLICITATION WILL BE AVAILABLE AT THIS TIME. 1. CONTRACT REQUIREMENT: The anticipated contract, when solicited, will be procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. This Procurement will be conducted under North American Industrial Classification System Code ( NAICS) 541310, FSC Code: C211, SIC Code: 8712. The Small Business size standard for this code is $4,500,000.00. To be considered a Small Business under this NAICS Code, the respondents average revenue for the last three fiscal years cannot be more than $4,500,000.00; if the average revenue for the last three fiscal years is over $4,500,000.00, the respondent is a Large Business. All respondents, in their response to this notice, MUST identify their business size relative to the NAICS code. Respondents are required to state in their response whether the firm is a small business, 8(a) Program participant, HubZone Small Business, Small Disadvantaged Business, Woman-Owned Small Business, Veteran-Owned Small Business, or Service Disabled Veteran-Owned Small Business. When the requirement is solicited, firms will be selected for negotiation based o n demonstrated competence and qualifications for all of the required work. The type of contract is expected to be a Firm Fixed Price, 5 Year/$17.5M Total, (Base Year and 4 Option Years, each for $3.5M) IDIQ contract. If the contract is set aside for Smal l Business, FAR 52.219-14, Limitations on Subcontracting, will be included in the contract. The clause requires that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. 2. PROJECT INFORMATION: The services could range from an architectural renovation (some of historical significance), maintenance and repair a variety of small projects, or may also include design of complete additions, alterations, or new facility design s for military projects such as barracks, warehouses, storage facilities, administrative facilities, training facilities, maintenance facilities, aircraft hangars, computer facilities, aircraft runways, taxiways, aprons, treatment plants, and the entire sp ectrum of infrastructure (road and utility) systems. Demolition of existing facilities may be required which will necessitate asbestos and/or lead based paint investigation with provisions for removal included in the design documents. Civil Works project studies and designs could involve levees, floodwalls, dams, spillways, various mechanical gate structures, stilling basins, hydraulic flow control structures, and bridges. Civil Works studies may include, but not be limited to, the evaluation of flood da mage, preparation of engineering analysis, acquisition of topographic and hydrographic data, and environmental restoration to include wetlands development. Other services related to specific project requirements may include environmental and cultural reso urces support services. These support services may include air, traffic, and noise studies, water quality, endangered species, and wildlife habitat studies. Use of biologists or archeologists may be required for field monitoring during field investigatio ns. Engineering services during construction may also be required. The contractor shall be responsible for designs and drawings using computer aided design and drafting (CADD). Work may be performed in an AutoCAD, Microstation environment. GIS work may be field, desktop or Internet based. Firms may be requ ired to develop Hyper-Text Mark-up Language (HTML) as the project medium. All final text files generated under this task order shall be furnished to the Sacramento District in Adobe Acrobat (PDF), with a working copy in Microsoft Office MS Word. These ID IQ contracts will be used for large, complex, and high risk projects. This work will include all Architectural-Engineering (A-E) and related services necessary to complete the assigned task orders for studies and designs. A specific statement of work will be issued with each task order. The proposed contracts are primarily in support of projects within the South Pacific Division Military and Civil Works boundaries, or for any South Pacific Division customers, as determined by the Contractor Officer. 3. EVALUATION CRITERIA: QUALIFICATIONS: NOTE: The lead designer in each discipline must be registered, as required by FAR 36.609-4 and 52.236-25 (Does NOT have to be registered in the particular state where the project is located). Skills/Experience: Interested Small Business firms must have the capability to perform, and must have a minimum of five years of experience, in the following essential areas of expertise. In no particular order of importance: a) Capable of managing multiple large complex designs simultaneously in different states of the SPD region. b) Capable of design work to produce design and construction drawings (using CADD) and specifications (using SPECSINTACT), and cost estimates using MCACES. c) Capable of design and analysis of dams, spillways, outlet works, embankment and levee design, and water/flood control structures including the capability to address the various phases of a civil works project (reconnaissance, feasibility, preliminary de sign, final design, engineering during construction, and operations and maintenance.) d) Capable of preparing complex mechanical, electrical, communications designs for military facilities such as control facilities, operations facilities, and flight simulators. e) Capable of providing the following key disciplines as prime or with subcontractors: Project Manager Architectural, Civil, Geotechnical, Structural, Electrical, Mechanical, Fire Protection, and Hydraulic Engineer; Hydrologist, Seismologist, Environmenta l Scientist, Cost Engineer, GIS Specialist, and Surveyor. f) Design analyses of complex military and flood reduction facilities, as well as complex levee and dam flood reduction projects. Expertise in Technical writing and the preparation of Design/Build Request for Proposal documents is required. g) Knowledge of the Sacramento Area Locality: Firms should demonstrate familiarity and experience with the Sacramento area flood reduction and mitigation design as well as familiarity with the Sacramento Area Flood Control Agency (SAFCA) requirements. h) Provide technical support during solicitation phase and/ r construction, e.g. respond to RFIs, evaluate change conditions, inspections of critical sites, shop drawing reviews, evaluation of construction methods, interpretation of plans and specification s, etc. 4. SUBMISSION REQUIREMENTS: All interested SMALL BUSINESS parties are encouraged to respond to this notice and may respond to this announcement by submitting statements of qualifications following the instructions below. The responses must be specific t o each of the qualifications listed above to show that the respondent meets each qualification or has the skills and experience; if a response does not show that the respondent meets each of the qualifications and possesses the skills and experience, it wi ll not be considered by the Government. The submittals must not exceed 10 pages, TOTAL. Again, this is NOT a request for competitive proposals or quotations; there is no solicitation available at this time. A determination by the Government to proceed w ith the acquisition as Set-aside for 8(a) Program, HubZone, Small Business, or Unrestricted, is within th e discretion of the Government.
