Description
Document Type: P= Presolicitation Notice Solicitation Number: N00421-07-T-0062 Set Aside: Total Small Business The Naval Air Warfare Center ? Aircraft Division, at St. Inigoes, MD intends to initiate a competitive procurement for VME Single Board Computers. The procurement action is 100% set aside for small business. A four (4) year Indefinite Delivery/Indefinite Quantity Contract, with a base year and three (3) option years is anticipated. The minimum number of units to be purchased under the total ID/IQ contract will be fifteen (15) computers, and the maximum will be one hundred fifty (150). Actual quantities will be addressed in each individual delivery order. Concurrent with the award of this contract, it is anticipated that issuance of the first Delivery Order will require a quantity of fifteen (15) VME Computers with a delivery schedule of 90 Days after receipt of order (ARO). A provision shall be included at each option year that will allow the Government to take advantage of price changes and technology advancements. The processor candidates must be a PowerPC based architecture processor and must have a Board Support Package (BSP) that enables software to be developed using Wind river?s Tornado 2.2 development environment for VX works version 5.5 and have a BSP that also allows software to be developed on the LynxOS operating system. The processor candidates shall be VME64x compliant. The contract will be awarded on a competitive, best value basis. Significant evaluation factors will include: i) Technical approach to fabrication, and technical capability of the item offered to meet Government requirements; ii) Price, and iii) Past Performance. Interested parties will be able to obtain an electronic copy of a complete specification and sketch/drawings cited in the schedule/CLIN description that follows at the time of solicitation release. The contract line item and numbers and descriptions The Base year CLIN 0001 = 15 VME Single Board Computers, OPTION YEAR#1 CLIN 0101 = 30 VME Single Board Computers, OPTION YEAR #2 CLIN 0201 = 30 VME Single Board Computers, OPTION YEAR #3 CLIN 0301 = 75 VME Single Board Computers if any of the options are exercised. The North American Classification System (NAICS) code for this requirement is 334111 with a size standard of 1000 employees. The proposed contract for this equipment shall be for a period of (1) Base Year Period and three (3) Option Year Periods. This contract is for the basic contract and all subsequent delivery orders. This synopsis is for informational purposes. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. However, responsible interested parties may submit information in which they identify their interest and capability to respond to this requirement to the primary Point of Contact identified further herein. This office anticipates issuing a Request for Proposals on or about 27 March 2007. This specification defines the requirements for VME Single Board Computers in support of the AN/UPX(V) Interrogator Set. The processor candidates must have the following additional capabilities: 1. PCI/VMEbus bridge that is VME64x compliant. 2. 10/100 Mbps Ethernet available via the front panel and the P0 connector. 3. A SCSI Controller with a SCSI Fast-20 interface capable of transferring 20 MB/sec in synchronous mode, and 15 MB/sec in an asynchronous mode available via the P2 connector. 4. Two standard serial ports COM1 available via the front panel and P2 connector and COM2 available via the P2 connector. 5. One parallel port available via the P2 connector. 6. Real Time Clock in Non-Volatile Ram. 7. At least 128 MB of 60nsec RAM. 8. At least 512KB L2 Cache. 9. Two sets of Bootable flash one at least 512KB, and the other at least 1 MB x 64 bit. 10. Shall consume no more than 3.0 amps of current from the +Vdc (VCC) supply from the VME bus. 11. Shall consume no more than 0.1 amps of current from the +12Vdc supply from the VME bus. 12. Shall not draw any current from the -12Vdc supply for its own operation and shall pass the -12Vdc supply through to the PMC expansion slots. 13. Shall not draw any current from the +3.3 Vdc supply for its own operation and shall +3.3 Vdc supply thought to the PMC expansion slots. 14. The VME P1 connector shall follow the VME64x standard. The processor candidates shall have 2 PMC expansion slots with the PMC expansion slot 1 wired to the VME64x P2 connector and PMC expansion slot 2 wired to the VME64X P0 connector. Both PMC slots shall have 3 associated connectors. J11 and J12 (slot 1) and J21 and J22 (slot) conforming to IEEE to 1386.1 PMC connectors J14 (slot) and J24 (slot) shall be used to accommodate signal I/O. The two PMC Slots shall conform to IEEEE standards P1386 and P1386.1. The processors shall allow single/double-width PMC expansion boards to be plugged into the PCI bus via J11, J12, J14 (slot 1) or J21, J22, J24 (slot 2) connectors. PMC I/O signals shall be routed to the VME P2 and P0 connectors. This specification defines a fully outfitted and populated VME Single Board Computer. Potential vendors are required to offer on the entire specification as written. Offers for individual components of the computer without the entire unit will be considered non-conforming and rejected. The hardware proposed by the contractor must comply with all specified conditions when assembled. First Article Testing of the first order shall be required. The vendor shall notify the Government 72 hours in advance of completion of the first article. The Government shall have 14 days to inspect and accept the first article at the government?s facility. Upon acceptance of the first article, the Contracting Officer shall authorize production of the remaining units. This synopsis is for informational purposes only.
