- The General Contractor for this project shall provide all materials, equipment, and labor to construct a 9,200 SF addition to the existing Culinary Arts Building at the Earl C. Clements Job Corps Center located in Morganfield, Kentucky. Construction will consist of cast-in-place concrete foundations and slab-on-grade. The structure is reinforced concrete block bearing walls with wood roof trusses. Exterior finishes includes brick veneer and an asphalt shingle roof. The work shall be conducted in two stages, in the following order, with each stage substantially complete before beginning the next stage: Stage I ? The construction of the Culinary Arts Building addition without the parking lot. Stage II - Demolition of Building 1528 and construction of the parking lot. The remaining work shall be substantially complete and ready for occupancy at time of Substantial Completion. Begin performance within 14 calendar days from receipt of notice to proceed and complete it within 275 calendar days. Substantial completion for Phase I shall be within 215 calendar days from the Notice to Proceed date, and Substantial completion for Phase II shall be within 60 calendar days from the substantial completion of Phase I. The estimated cost range is between $1,000,000.00 and $5,000,000.00. Plans and specifications will be available on March 20, 2007, ONLY from the firm of Louis & Henry Group, 101 South Eighth Street, Louisville, Kentucky 40202. It is emphasized that requests for plans and specifications must be submitted in writing and directed to the A/E firm listed above to ensure proper handling of requests. Requests must be accompanied by a $200 bid-deposit in the form of a certified check, cashier?s check, or money order made payable to the U.S. Department of Labor. Please provide your EIN number (Tax ID number) on each check and/or money order. Failure to do so may result in your deposit not being refunded. Bid Deposit Refunds will be made prior to award of a contract to those firms returning the bidding document, including plans and specifications, to the A/E in good and useable condition. One complete set of the Specifications and Drawings will be made available on a first-come, first serve basis until the initial supply is exhausted. Pick up at the A/E?s office, or delivery may be arranged at an additional change. Any additional shipping charges must be pre-paid, and COD requests will not be accepted. Additional sets requested from interested parties are subject to bid-deposit requirements, or for requests made after the initial supply of the IFB documents has been exhausted, will be available for a non-refundable pre-paid fee not to exceed the actual cost of reproduction of the IFB documents, plus shipping charge based on each individual request (if applicable) will be required to obtain the IFB documents. A Pre-Bid Walk-through is scheduled for Tuesday, April 3, 2007, at 10:00 a.m. local time at the project site: Earle C. Clements Job Corps Center, 2302 U.S. Highway 60 East, Morganfield, Kentucky 42437. This will be the only opportunity to visit the job site prior to submission of bids. The Bid Opening Date is scheduled for Thursday, April 19, 2007, at 2:00 p.m. local time at the A/E's office: Louis & Henry Group, 101 South Eighth Street, Louisville, Kentucky 40202. This is a 100% Set-Aside for HUBZone. The North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction. The Small Business Size Standard is $31.0 million. Information regarding HUB-Zone certification can be found at http://www.sba.gov. Bidders desiring an explanation or interpretation of the solicitation, drawings, specifications, etc., must request it in writing no later than ten (10) calendar days before the bid opening. This is necessary to allow a reply to reach all prospective bidders before the submission of their bids. Bidders unable to comply within the ten (10) calendar day requirement should bid the contract according to your best interpretation of the plans, specifications, and amendments.
