- The Department of State, Bureau of International Narcotics and Law Enforcement, Office of Aviation (INL/A) has identified a requirement to acquire an Infrared (IR) small arms detection system supporting INL/A operations. This is an INL/A initiative to rapidly field a small arms detection and warning system for aircrew alert and situational awareness of active threat weapons firings. This program is designed to increase the safety and survival of aircrews and their mission aircraft by alerting them, in near real-time (less than 1 second), of hostile fire events in order to avoid them. The system will be integrated in an INL/A OV-10D and flown to verify and demonstrate its effectiveness. Additionally, the event will be transmitted to an additional aircraft flying in support. The system on the support aircraft will consist of a display and the necessary datalink equipment to receive the alert information in the form of a geo-rectified position and basic vector to the point of origin of the event. This requirement includes installation of the required system sensors on an INL/A OV-10D and demonstration of the effectiveness of the system in CONUS. Once successfully tested in CONUS the system will be moved to a TBD OCONUS location for demonstration to prove the system in the actual operational environment. This effort provides aircrews the opportunity to see and verify the system capabilities and allows for user input before determining if the effort should be continued on a larger number of aircraft in the INL/A fleet. As a baseline, the aircraft will be outfitted with a system providing a minimum of 240 degrees (preferably 360 degrees) of horizontal coverage. A draft copy of the solicitation statement of work is provided for industy comment before the final solicitation is released.
