Description
INDEFINITE DELIVERY INDEFINITE QUANTITY MULTIPLE DISCIPLINE ARCHITECT-ENGINER (A/E) SERVICES CONTRACT (MEDICAL FACILITIES) FOR MISCELLANEOUS PROJECTS: Provide multi-disciplinary Architect-Engineer (A/E) services for miscellaneous projects at the Sioux Falls SD VA Medical Center. Multiple IDIQ contracts may be awarded from a single synopsis. An IDIQ contract will be negotiated and awarded with a base year period beginning from the date of award and four one year option periods. Competition will be full and open. The NAICS Code for this acquisition is 541310/541330. Maximum A/E fees shall not exceed $1,000,000 over the cumulative period of the base year and four (4) option years. The maximum A/E fee for each delivery order shall not exceed $100,000. A minimum of $2,500 is guaranteed for each year of the contract. Work will be defined and implemented by negotiated firm fixed-price task orders. SCOPE OF SERVICE: Provide A/E services as required by the VA to include, but not limited to: investigations, studies and assessments leading to project plans, specifications and design analysis; cost estimates including economic justification for selected systems; preparation of projects for solicitation of repair/renovation or new construction projects; and construction surveillance. Typical work may include survey and evaluation of functional/code deficiencies in medical facilities, and repair, renovation, and/or new construction additions to existing medical facility spaces. Services may include facility and infrastructure long and short term planning. Project submissions will be required at conceptual, 50%, 95% (pre-final), and 100% phases. The work may require healthcare architectural, structural, interior design, mechanical, medical gas, electrical, communication, fire protection, life safety, and other evaluation/design skills; and upgrading of facilities, systems and spaces to meet current life safety code (LSC) and VA standards. Work may also include construction phase services including material submittal review, completion of permits and certificates, arrangement for sampling or certifications, supervision, and inspection. Project designs and studies will incorporate computer-aided drafting (Auto CADD 2006) and Microsoft Office formats. SELECTION CRITERIA: The VA will utilize the following selection criteria in descending order of importance: (1) Specialized experience of the firm (prime and consultants) in the design of repair, renovation, alteration, or upgrade projects, new construction projects, and engineering studies of medical and similar facilities, including where appropriate, experience in energy conservation, pollution prevention, waste reduction, the use of recovered materials and achieving reduction and energy efficiency in designs; (2) Professional qualifications and designations of the firm?s staff/consultants to be assigned to the projects; (3) Capacity to accomplish work in required time frames including multiple Task Orders under an IDIQ contract; (4) Cost control and estimating effectiveness.
