Description
(i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation FA4877-07-Q-0226 is being issued as a request for quotes. (iii) This solicitation document and incorporated clauses and provisions are those in effect through the Federal Acquisition Circular 01-07. (iv) This requirement is being issued unrestricted. (v) Commercial Item Description: Rental, Portable Toilets, 220ea. Contractor shall be responsible for providing, setting up, and removing 220 Portable Toilets with Tissue and handsanitizers from 16-18 March 2007 for the Davis Monthan Air Show in accordance with Statement of Work (see below). Portable Toilets can be staged 15 March on Davis Monthan and shall be in place 1200, 16 March 2007. (vi) CLIN 0001 Rental, Portable Toilets, 160 ea CLIN 0002 Rental, Portable Toilets Handicapped Accessible, 20 ea CLIN 0003 Service, In accordance with Statement of Work, 17 and 18 March 2007. (vii) Place of delivery: Davis-Monthan AFB, AZ 85707, FOB Point is Destination. (viii) Provision 52.212-1, Instructions to Offerors-Commercial applies to this acquisition. (ix) Provision 52-212-2, Evaluation-Commercial Items applies to this acquisition; Quotes shall be evaluated on price. (x) Offerors must include a completed copy of the provision at FAR 52.212-3 Offeror Representations and Certifications-Commercial Items (http://www.arnet.gov/far/loadmainre.html) with their offer. (xi) Clause 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. (xiii) Point of Contact is 1Lt Cynthia Danrell (520) 228-2377(cynthia.darnell@dm.af.mil) STATEMENT OF WORK PROVIDE AND SERVICE PORTABLE TOILETS A & A DAYS, DAVIS MONTHAN AFB, ARIZONA MARCH 17 AND 18, 2007 1. CONTRACTOR QUALIFICATIONS: The contractor shall hold a valid Pima County permit, be regularly engaged in the service of providing portable toilets, and shall have suitable equipment for adequately delivering, servicing and maintaining portable toilets. 2. EQUIPMENT REQUIREMENTS: Provide portable toilets and servicing for Davis Monthan AFB Open House scheduled 17 & 18 March 2007. The toilets shall be self contained, and designed to be sanitary and to include a hand sanitizer dispenser. All restrooms shall be new or like new condition. They shall be constructed of fiberglass or plastic with round corners free of cracks or seams that could contain contaminates. The units shall be vented to minimize odors and shall have a latch to hold the door closed. 3. CHEMICALS: The contractor shall furnish Material Safety Data Sheets(MSDS) of compounds proposed for the use in cleaning and disinfecting process and shall certify that all chemicals to be used in performance of the contract work will be non-toxic and non-corrosive. This information shall be presented to the contracting officer at the time of pre-performance conference. 4. DELIVERY REQUIREMENTS: The contractor shall place in designated areas and at the direction of contract quality assurance personnel or on site coordinator 200 standard portable toilets and 20 handicap toilets. During the event, there is a possibility that units may be moved from one area to another, depending upon requirements but should be kept to a minimum. All units shall be stored on base March 15 -19 2007. All units will be placed in designated areas March 16 2007. A map will be provided to the Contractor with designated layout 12 March 2007. 5. SERVICE REQUIREMENTS: Estimate 150,000 visitors over the 2 day event. Typical event hours will be from 0900 to 1700. The contractor shall provide stand by service with minimum two trucks and two employees for pumping, filling the reservoir with approved chemical, providing tissue and hand sanitizer during event hours. In preparation for Sunday?s events, all units shall be cleaned, disinfected, and restocked with supplies Saturday, 17 March 2007 after 1700. 6. PICK-UP: The contractor shall remove all units from flight line area after 1700 Sunday, 18 March 2007. Staging area may be used for this purpose and is recommended. All 220 units shall be removed off base no later than 1600 21 March 2007.
