- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes ar e being requested and a written solicitation will not be issued. This request is a hundred percent set aside for small business concerns. The NAICS code is 333912 and size standard is less than 500 employees. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05, Effective 27 July 2005 & Class Deviation 2005-00001. Offers shall propose a fixed price for: (1) Trailer Mounted Breathing Air System; (2) shipping (FOB Destination). Delivery will be to CST a t Fort Harrison (1900 Williams Street, Fort Harrison, MT 59636-4789). Trailer Mounted Breathing Air System Requirements: 1. The 83rd Civil Support Team requests the purchase of a trailer mounted breathing air system to provide a mobile filling capability of the Self-Contained Breathing Apparatus (SCBA) and the Draeger Oxygen Booster Pump. This system must meet the following minimum requirements: 2. Codes and Standards: a. Air purity shall meet or exceed the Compressed Gas Association specification G-7.1 for grade E breathing air and the standards of NFPA 1500. b. Pressure vessels shall be designed in accordance with DOT and ASME codes. c. All tubing shall meet NFPA, SAE, JIC and ANSI standards. d. All valves shall meet the applicable national codes established by the Bureau of Explosives, DOT and CGA. e. The entire system shall meet the requirements established by OSHA. Purification systems shall be constructed in accordance with section VIII of the ASME Code for Unfired pressure vessels. The unit must be first responder certified. 3. Identification: All major components and accessories are to be clearly identified with permanently affixed nameplates stating make, model and serial number. 4. Instructions: a. Appropriate tags and warning labels shall be affixed where necessary for safety and ease of operation. b. A minimum of one operators manual shall be delivered with the system containing information on operation, maintenance, troubleshooting and replacement parts. 5. Testing and Warranty: All equipment shall be factory assembled, thoroughly tested and backed with a minimum one-year limited warranty. The warranty period shall be for one-year regardless of hours accumulated on the system. The compressor block will carry a minimum 5-year warranty or 500 hours, whichever comes first. 6. Scope of Equipment to be supplied: a. The breathing air system shall incorporate all functions required to safely pressurize SCBA cylinders with air that meets or exceeds CGA grade E criteria. b. The breathing air system shall be trailer mounted and designed to provide high pressure breathing air. The complete unit shall be factory assembled and tested to assure quality and reliability. The breathing air system shall include a compressor, dies el engine, purification system, DOT or ASME air storage system, SCBA enclosed containment fill station, controls, interconnecting piping and wiring, and a highway trailer that meets following criteria: 7. Compressor: The compressor block shall be four-stage, air-cooled, pressure oil lubricated, and rated for continuous duty at 6000 psig with a charging rate of 14.0 cfm. The compressor flywheel shall incorporate a high velocity fan to remove heat from t he compressor. The system shall be designed to deliver final air at a temperature not to exceed 21 degrees Fahrenheit above ambient. Relief valves shall be utilized after each stage of compression. An automatic drain system shall be supplied to periodic ally discharge accumulated condensation during operation and whenever the unit shuts down. The discharge will be piped to a reservoir to collect the discharged oil and water. 8. Purification System: T he system shall include a visual moisture and carbon monoxide indicator. The system shall process 75,000 scfm before cartridge replacement. The air delivered shall meet CGA grade E quality. 9. Control System: The unit shall include all necessary controls to monitor compressor performance. As a minimum: a. High air pressure switch with engine shutdown and indicator light. b. High air temperature shutdown switch. c. Compressor low oil pressure shutdown switch. 10. DOT Air Storage System: The breathing air storage system shall include (4) DOT air storage cylinders each with a minimum capacity of 509 cubic feet of air at 6000 psig. The system shall include all fittings, interconnecting piping, valves and hardwar e necessary to operate a cascade system, and to meet all DOD code requirements. 11. Containment SCBA Fill Station: The fill station shall be designed for mobile applications. The unit shall be totally enclosed and designed to contain an SCBA cylinder and metal fragments in the event of rupture during the filling process. The fill s tation shall be designed to allow the filling of (2) SCBA bottles either separately or simultaneously. The SCBA cradle shall contain (2) fill positions. Each fill station shall be lined with a material to protect each SCBA cylinder from abrasion. A copy of a signed certificate, by an accredited professional engineer, shall be provided stating that a prototype fill station has been successfully tested to contain a ruptured 88 cubic foot cylinder pressurized to no less than 4500 psig, and that the fill cha mber safely vented the expanding air. This test must be in accordance with paragraph 23-9.4 NFPA 1901. 12. Control Panel: The breathing air system control panel shall be centrally located and designed to allow the operator to visually monitor compressor performance and to control air supply from the compressor, storage, and SCBA fill cylinders. The panel shall allow the filling of (2) SCBA cylinders simultaneously and include a self-relieving 0-6000 psig regulator and gauges to indicate incoming air pressure, fill air pressure, and a master fill control valve. 13. Generator: A 22,000 watt diesel powered generator shall be installed. The generator will be sized to power the compressor and all other components requiring electrical power with an over-sized capacity of at least 25%. A 55-gallon fuel tank will be included to allow 40 hours of continuous full-load run time. 14. Trailer: The trailer shall be 16 feet, dual axle, and designed for a maximum gross weight of 10,000 lbs. Physical dimensions: Length: 16 Width: 92 usable space Height: 88 usable space A 2-5/16 ball shall be provided for trailer hook-up. The trailer shall be equipped with appropriate lights for highway use. Additional criteria: a. Interior height: not less than 66 b. Full size rear ramp door c. (1) door vent d. (2) 12v lights e. (4) 2-gauge 110v outlets f. (4) stabilizing jacks g. Epoxy coated floor h. (2) drain ports in floor for cleaning 15. Additional requirements: a. The operator shall be protected from noise and exhaust of the compressor and generator by means of an insulated wall. b. Noise level shall not exceed 76-84 db(A) with the compressor and generator running at full load. c. The engine room floor shall be coated with an epoxy coat that will allow steam cleaning. The engine room will incorporate a floor drain assembly with threaded plug. 16. Lighting system: a. Side mounted telescoping pole, extending to a minimum height of 20. b. 750 watts, 120 volts, 6.3 amps, 19,600 lumens 17. Training: The manufacturer is asked to provide 8-hours equipment training upon delivery. 18. Bid must include shipping and delivery fees. The provision of FAR 52.212-3 and 52.212-3 Alt I, offeror Representations and Certifications-Commercial Items (July 2003) applies to this RFQ. 52.212-3 and 52.212-3 Alt I, the clause needs to be completed and a signed copy of this provision shall be submitted with any offer. 52.212-2, Evaluation, Commercial Items (January 1999). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solic itation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price and Technical Capability. Offerors will submit technical specifications of the product, to include warra nty information, with the proposal. If products from offerors are found to be technically equivalent, price will be the determining factor.
