Description

The U.S. Aviation Applied Technology Directorate, AAAG Program Office proposes to procure, on a sole-source basis, one (1) HS29700 Helicopter Rescue Hoist System. The intended source is Breeze-Eastern Corporation, 700 Liberty Avenue, Union, New Jers ey, 07083-8198. Breeze-Eastern is the only manufacturer to produce a rescue hoist system that can meet the key performance parameters (KPPs) as set forth in this requirement. Those KPP's are for a rescue hoist with Lift Capacity of 450lbs with a weight o f less than 80lbs, with speed of greater than 100fpm at rated weight. The authority to use other than full and open competition is FAR 6.302-1, Only One Responsible Source. Breeze-Eastern's rescue hoist is the only manufactured hoist that can meet the cr itical criteria within the schedule and financial limitation, as procuring from any other manufacturer would require design and development of a replacement item, proving to be untimely and potentially cost prohibitive. The anticipated award date is 13 Ma rch 2007. Requests for this solicitiation should be submitted in writing to the above address or electronically to lbelcher@aatd.eustis.army.mil.
