- A market survey is being conducted by the New England District. The purpose of this survey is two-fold: (1) to determine whether or not intelligent keys manufactured by INTELLIKEY and encrypted by Clark Security Products are the only keys that will meet the Governments needs and (2) to determine the availability of Small, 8(a), Service-Disabled Veteran-Owned Small Business (SDVOSB), and HUBZone concerns to furnish and install intelligent keys by INTELLIKEY or a compatible system that meets the requ irements set forth in part (1). Part (1) of Survey: Firms responding to Part (1) of this announcement shall demonstrate in writing their capability of meeting the stated requirements (including ability to encrypt the INTELLIKEY system). The requirements are below, numbered from 1 through 12. If a firm des ires to demonstrate the capability of using a system other than the INTELLIKEY system, the firm shall demonstrate that this substitute system meets the requirements numbered 2-12 below and must provide details of an equivalent to the INTELLIKEY item listed in item 1 AND is compatible with an existing INTELLIKEY system. INTELLIKEY intelligent keys have a minimum of 16K bits of non-volatile user memory. The intelligent key shall carry the personal identity data and access information of the authorized user. Keys shall be capable of being read only by authorized personnel with site-specific accessories. Intelligent keys shall record the identification of cylinder/controller, time and date of each operation attempted by the key, up to the last 45 operations. Intelligent keys shall be equipped with a microprocessor capable of bi-directional communication with each cylinder/controller in which it is inserted via an infrared communication link. Key blanks shall be encrypted with a unique code for added security. Data exchanged shall be encrypted using a one time, dual stage en cryption technique. User keys and special function keys shall be capable of being produced on site by the end user. Specifications are as follows: 1. Electronic Cylinders& Controllers: INTELLIKEY Model # ACS 4000 encrypted with unique code for added security. 2. Cylinders shall meet to the following performance standards: a. Standard UL 437 for burglary resistance, b. Standard UL 294 for corrosion resistance c. ANSI/BHMA A156.5 for resistance to plug extraction and torque resistance 3. Cylinder body shall be solid brass with stainless steel scalp. Cylinder shall be solenoid actuated. Locking plunger not accessible from the front opening. 4. Cylinder shall have gold plated brass electrical contacts. 5. Cylinder shall be tested to operate at temperatures between 40F and +140F 6. Cylinders shall be capable of being programmed to either rotate the plug or operate as a switch (fixed cylinder). 7. Controller: 64K bits of non-volatile memory capable of retaining programming information and times, equipped with a coin battery for backup circuitry, and rated for use on UL Listed fire doors. a. Mounting: Either surface mounted on inside face of door or mortised into the edge of door. 8. Each controller shall be programmed with a code and its own unique identity, which cannot be duplicated. 9. Controllers shall be programmed to operate by authorized Intelligent Keys. 10. Controller shall be capable of retaining up to the last 1000 attempted operations and user information. 11. Controller shall be programmable for the following features: a. Activation date. b. Expiration date. c. Time zones. d. Dual key operation. 12. Provided Related Components: Shall be programmable to be site-specific. a. Software program (EZ123) b. Key Processing Unit (KPU) c. Controller Processing Unit (CPU) Part (2) of the survey: Information requested from Contractors/Firms responding to Part (2) of the survey: " Small Business Classification (e.g. 8(a), HUBZone Small Business, Service-Disabled Veteran-Owned Small Business, etc.) " Firm Location " Number of Employees " Firm experience with Furnishing and Installation of INTELLIKEY system and/or substitute system that meets the requirements set forth in part (1) of this market survey " If you are proposing to utilize a system other than INTELLIKEY and you are not the manufacturer of that substitute system, provide the Small Business Classification of the manufacturer (e.g. 8(a), HUBZone Small Business, Service-Disabled Veteran-Owned Sm all Business, etc.) and the number of employees of that manufacturer. To evaluate whether or not the manufacturer is a small business, utilize NAICS 335999, which has a size standard of 500 employees. (Please note that this NAICS code is only to evaluate a MANUFACTURER of a system to substitute for the INTELLIKEY system. Please see below for the NAICS code size standard for the furnishing and installation of the system.) The NAICS code for the work is 423610 with a size standard of 100 employees. Please note that the non-manufacture size standard is 500 employees. For details on the non-manufacture rule, please see www.sba.gov. Responses for both part (1) and part (2) are required no later than 20 March 2007. Firms may respond to part (1) or Part (2) or both parts as they believe appropriate. Responses should be addressed to the U.S. Army Corps of Engineers, New England Distric t, 696 Virginia Road, Concord, MA 01742-2751, ATTN: David Dilks (Contracts Branch). Firms interested shall provide the above documentation, in one original form and one copy. Responses shall be limited to 10 pages for each part (i.e. firms responding to parts (1) AND (2) may submit up to 20 pages.) The government will not pay for any material provided in response to this market survey nor return the data provided. The results of this survey will be considered to be in effect for a period of one year fro m the date of this notice. Please note that this is not a request to be placed on a solicitation mailing list nor is it a Request for Quotations (RFQ) or an announcement of a solicitation. The Government anticipates making a solicitation announcement on or about 6 April 2007.
