- The US Army Corps of Engineers, Portland District, John Day Dam Project, intends to award a Firm-Fixed Price (FFP) supply contract to a contractor able to provide all personnel, equipment, tools, materials, vehicles, supervision, and other items necessary to perform the reversed engineering and fabrication of four (4) new gear sets for the South Fishpump Gearboxes at John Day Dam. One (1) gear set is to be ordered on or before 1 March of each year, beginning date of award 2007 and options for 2008, 2009 and 2010. The location of the new gearsets are for the South Fish Gearboxes at John Day Dam, Rufus, OR. The contractor shall perform to the standards in the contract and comply with all local, state, and federal regulations. The contractor shall be required to and disassemble, gear system, by removing gears from shafts as necessary to accommodate manufacturing process. Contractor will then inspect and examine gears and prepare a report for the government to determine which gears are in a serviceable condition . The contractor shall manufacture through reverse engineering new gears that meet or exceed OEM quality. In addition, all gear specifications, materials, and drawings shall be p rovided to the Government by Contractor. Gears determined to be in serviceable condition will be cleaned, tested by non-destructive method for soundness, preserved for long term storage, crated and returned to John Day Dam. Contractor shall reassemble al l new gears and shafts ready for installation into gearbox and deliver to John Day Dam. These fishpumps and related gearboxes that drive them are critical to fish passage and must be kept operational during normal fish season. Therefore, the Contractor s hall be required to respond, on site at John Day Dam, within two (2) working hours to address any service or warranty issues, 24 hours per day, seven (7) days per week. The performance period for this contract will be annually, starting after the contract award date, up to mid-November 2007; and annually, 2008, 2009, and 2010. The Request for Quote will be solicited for the disassembly of gear set, inspection, fabrication, reassembly, and delivery of four (4) gearsets. The North American Industry Classification System (NAICS) code for this acquisition is 333612, with a small business standard size of 500 employees. Please identify your business size in your response based upon this standard. The Request for Quote will be issued and available to download from the US Army Corps of Engineers, Portland District, Internet Website on or about 07 March 2007. The quote will be due on or about 30 March 2007, by 4:00pm (PST). Responses received after that date and time will not be considered. Please be aware that facsimiles will not be accepted. It is the intent of the Government that all prospective quoters visit the jobsite for the purpose of acquainting themselves with local conditions and to discuss any questions that may arise. Therefore, as per FAR Clause, 52.237-4001 SITE VISIT (MAY 1990): An organized site visit has been scheduled for Wednesday, March 14, 2007, at 9:30 AM. Participants will meet at the John Day Dam Project Office, Rufus, Oregon. In order to participate in the site visit you must send the required documentation outlined below to Mike McLendon via email at Michael.W.McLendon@nwp01.usace.army.mil, or fax at (541) 298-7581 at least 24 hours prior to the site visit. Anyone not on the approved list prior to the start time of the site visit will not be allowed through the security gate. The following information is required for each individual attending the site visit: (1) Name (2) Company (3) Position (4) Work phone number (5) Date and place of birth In order for foreign nationals to participate in the site visit under Force Protection Condition (FPCON) normal, along with the aforementioned information, a legible copy of their passport and visa must be provided. This is necessary for security purposes to gain entry to the facility. Further, if the FPCON level is at Alpha or higher, the aforementioned information is required three working days prior to the site visit for processing via the Foreign Disclosure Office with the U.S. Army Corps of Engineers-Headquarters. If the required information is not provided as specified or the individual does not pass the Governments security check, then the said individual will not be permitted to attend the scheduled site visit. The Solicitation Package (technical data package) will be available for download from FedTeDs, www.fedteds.gov, you must be registered in FedTeDs to download this solicitation. In order for contractors to conduct business with the Department of Defense, they must be approved and registered in the Central Contractor Registration, at website www.ccr.gov, before award can be made.
